Job Description
Program Specialist
NOTE: This is a TERM appointment (not-to-exceed 2 Years). Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 4). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4 year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment.

Duties include but are not limited to:
  • Provides program analysis and support for the activities of a Local Organizing Committee to include managing participant and venue data, extracting data for analysis and developing recommendations for planning and execution.
  • Coordinates internal and external tasks associated with planning and execution of event activities, including Logistics (e.g., accommodations, transportation, meals, communication, security, medical support) for participants of a program.
  • Coordinates internal and external tasks associated with planning and execution of event activities, including Administration (e.g., data management, equipment management, volunteers), for participants of a program.
  • Coordinates internal and external tasks associated with planning and execution of event activities including Public Affairs (e.g., memorabilia development, printing, hospitality, VIP Functions, ceremonies, media relations and daily newsletters), for participants of a program.
  • Coordinates internal and external tasks associated with planning and execution of event activities including Volunteers (e.g., volunteer recruitment, volunteer meals), for participants of a program.
  • Collaborates in the development of briefings, reports and correspondence to foster understanding of the National Veterans Golden Age Games (NVGAG) throughout the Medical Center and the local community.
  • In coordination with the Medical Center Director, collaborates works with NVGAG National Office representative(s), in developing site visit agendas, confirming all venue visits, transportation and exit briefings locally.
  • Prepares and completes required reports.
Work Schedule: Mon - Fri, 8am - 4:30pm

To be creditable, this experience must have been equivalent to at least the GS-7 grade level in the Federal Service. Qualifying specialized experience includes: Possessing knowledge and skill in applying analytical techniques to identifying and resolving issues or problems as they are related to workload, compliance with specific guidelines, and accurate data capture; developing, modifying and evaluating presentations, plans, instructions, materials and aids; coordinating with local organizing committees and subcommittees and incorporating and/or modifying information received from a national governing office; working with various individuals from committees, making sure that equipment, supplies, space or other resources are available for an event; communicating effectively with people from diverse backgrounds and various levels of understanding which may include clerical, technical, administrative and professional (medical and non-medical) persons at all levels inside and outside of an agency; using computer equipment and a variety of software and databases to search, extract and organize data, produce reports, and prepare specific working documents such as spreadsheets, instructions, etc.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE (Transcript Required): Successful completion of two (2) full years of progressively higher level graduate education or a masters or equivalent graduate degree or LL.B. or J.D., if related, which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. This education must have been obtained in an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Transcripts must be submitted with application. Education cannot be credited without documentation.

COMBINING EDUCATION AND EXPERIENCE (Transcript Required): Equivalent combination of successfully completed graduate level education and specialized experience which meets the total experience requirements for this position at the GS9 grade level. Transcripts must be submitted with application. Education cannot be credited without documentation.
