Job Description
Advanced Medical Support Assistant

The US Department of Veterans Affairs (VA) Health Care Center, Minneapolis, Minnesota is recruiting for Advanced Medical Support Assistants (AMSA) to work at the Minneapolis VA Healthcare System. Both inpatient and outpatient positions will be filled using this vacancy announcement. The selectee works collaboratively in an interdisciplinary coordinated care delivery model (i.e. patient aligned care tea, or other specialty care setting where the patient aligned care team model is used such as oncology, HIV, SCI, etc.) and performs receptionist duties, customer service and other duties assigned for the proper and timely treatment of patients and maintains appointment schedules for one or more outpatient or inpatient clinics. Duties may include, but not limited to:

* Assists with clinic access contingency plans by adjusting appointment times, location, or dates as well as shift patients to other healthcare providers as conflict with staffing and/or coverage occurs.

* Screens/receives phone calls in a courteous and timely manner, determines the nature of requests and provides the information desired using privacy rules and established clinic processes.

* Manage electronic wait list to verify and validate accuracy and resolve issues.

* Develops and maintains effective working relationships with all clinical and administrative staff in determining priorities of activities in support of direct patient care.

* Interprets and applies a complex body of pertinent laws, regulations, directives, and policies that relate to the administration of VA Healthcare Benefits.

* Completes personnel reports, rosters, and maintenance of supplies and forms.

* Generates patient workload reports for validation and monitors activity in clinical areas to assure consistent and accurate reporting.

* Conducts patient/employee surveys, interviews, observes workflow; guides patients through hospital system, inputs referrals, documents complaints, and provides follow-up and suggests resolutions to supervisor.

* Explain complex regulations and eligibility criteria concerning veterans ' entitlements and VA benefits, priorities for care, access to care and advanced clinic access.

* Independently manages position responsibilities with little supervision as well as sets priorities and deadlines adjusting the flow and sequencing of the work to meet team and patient needs.

* Intervenes to resolve difficult problems and diffuses potential dissatisfaction with VA services.

Work Schedule: Hours will vary depending on whether you are selected for a position in an inpatient or outpatient setting. Tours include: Monday through Friday, Administrative Days; Monday through Friday with rotating weekends and holidays; and off shift tours that include holidays and weekends.

BASIC REQUIREMENTS:

CREDITABLE EXPERIENCE
Knowledge of Current MSA Practices: To be creditable, the experience must have demonstrated the knowledge, skills, and abilities (KSAs) associated with current MSA responsibilities. Experience satisfying this requirement may be paid/non-paid employment as a MSA.

GRADE DETERMINATIONS: GS-6 Advanced MSA
Experience: One year of experience equivalent to the next lower grade level.
Assignment: The Advanced MSA works collaboratively in an interdisciplinary coordinated care delivery model (i.e., patient aligned care team, or other specialty care setting where the patient aligned care team model is used such as oncology, HIV, SCI, Military Sexual Trauma, etc.). The Advanced MSA coordinates with the patient care team to review the clinic utilization by using various reports (e.g., Clinic Utilization Statistical Summary), ensure that the clinic setup is closely monitored to effectively support the needs of the clinic, and make any necessary adjustments. They develop/maintain effective and efficient communication with the patient, interdisciplinary team, VA medical centers, and other agencies (e.g., assist with communications during the inpatient to outpatient discharge; communicate with non-VA medical facilities; facilitate/process secure messaging with the patient and team; notify patients of normal lab results; develop and manage a tracking system for follow up care such as consults, tests, etc.). Other assignments at this level include, but are not limited to: participating in team huddles and team meetings to manage and plan patient care; setting priorities and deadlines, adjusting the flow and sequencing of the work to meet team and patient needs; may work with the team to reinforce the plan of care and self-help solutions and entering appropriate information into the electronic record; monitoring pre-appointment requirements to assure readiness for patient visit/procedure (e.g., X-ray, lab work); managing electronic wait list to verify and validate accuracy and resolve issues; participating and providing input in problem solving on operational issues or procedures in team meetings, performing administrative follow up actions; participating in and independently following up on team huddles by sharing information and collaborating with the medical team to assure continuity of care; evaluating patient information and clinic schedule lists to determine whether patient is vested; educating providers about shared patients (those who receive their care at multiple VAs or those who have care in the community) and bringing to the attention of the provider. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.

SPECIALIZED EXPERIENCE

This GS-6 MSA position is above the full performance level for this job series, and requires experience beyond the basic required experience for the MSA job series.

You should possess one year of directly related experience to the Medical Support Assistant position listed that equipped you with the skills necessary to support this job. This experience may have been gained in the private sector, but must be the equivalent of the GS-5 Federal service level. This experience must reflect demonstrated knowledge, skills and abilities.

Candidates must demonstrate the KSAs below:
Ability to collaborate, communicate, set priorities, and organize the work in order to meet deadlines, ensuring compliance with established processes, policies, and regulations.
Ability to communicate tactfully and effectively, both orally and in writing, in order to meet program objectives. This may include preparing reports in various formats and presenting data to various organizational levels.
Advanced knowledge of the technical health care process as it relates to access to care.
Advanced knowledge of managing a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment.
Advanced knowledge of policies and procedures associated with operational activities that affect the patient flow, patient care, and the revenue process.
Advanced knowledge of medical terminology due to the technical nature of language utilized by clinicians.

Physical Requirements: The work is mostly sedentary and is performed in a clinic responsible for treating patients with a wide variety of medical problems. Normal safety precautions and practices are required for working in a healthcare environment. This position requires emotional ability to deal effectively with multi-tasking and high volume of patient flow. Other physical demands include reaching, bending, stretching, walking, and carrying light loads of supplies.
