Job Description
Supervisory Retail Store Specialist (Food)

Develops and publishes national guidance and standards for the establishment and maintenance of VCS patient meal services, food courts, coffee shops, and vending operations. Strategically sets national sales goals and participates/recommends financial targets in the areas of NOI, productivity, personnel costs, supplies costs, etc. Develops and/or modifies and monitors detailed methods and guidelines for operating patient food delivery programs, retail food/vending programs. Includes: national and geographical pricing strategies, establishes sales profitability and productivity goals, menu and recipe development, food preparation standards and quality control reviews, servings and portioning criteria, food/vending inventory procedures and controls, displays, storage, maintenance, use of equipment and criteria for equipment replacement. Supports patient food delivery programs by overseeing the development of menus that support the VHA Healthy Meals initiative. Stays abreast of trends and products related to patient meal services in hospitals. Deploys business plans to enhance the veteran experience, products and services, kitchen and dining layout and design and VHA satisfaction. Ensures compliance with the Joint Commission on Accreditation standards, establishes or introduces national food safety and sanitation standards and guidelines. Imposes training and certification requirements necessary for managing and/or employees working within the food department. Establishes food safety and inspection guidelines utilizing VISN/VHA management staff to serve as partners in conducting inspections and/or securing housekeeping needs.Prepares operating guidelines which provide detailed instructions on utilizing signage aids, pricing techniques, inventory and stock controls, safety measures, care and safe use of equipment, and other methods to promote, extend, or improve service. Evaluates existing food/vending standards through audit reports and oversight visits to ensure programs are offerings fresh products, are of the highest quality, demonstrate excellent presentation, and is satisfying to our customers. Introduces new retail menu cycles with accompanied food standards. Incorporates healthy eating choices in all facilities, promoting the benefits of healthy choices. Evaluates existing Nutrition and Food Services and VCS Food vending operations determining the need for facility improvements/upgrades, opportunities for new revenues streams, improve catering initiatives, or consider new food programs. Develops and introduces innovative and creative promotions and programs that meet the needs of VA and VCS customers and enhance the efficiency and profitability of the services, e.g., Caregivers Special Program, Wise-Up Program, MOVE Program, etc. Conducts on-site visits assessing the application and effectiveness of operating programs, promotions, policies and procedures. Incumbent coordinates long range plans, follows-up and coordinates obtaining necessary data/presentations, develops options and predicts the impact of various alternatives. Introduces and monitors internal controls to protect and account for assets to prevent pilferage, damage and overstock, etc. Formulates financial goals and establishes operational goals for food sales, gross income, productivity, expense, and net income. Reviews financial statements, supervisory reports, and contract food/vending distribution and initiates corrective action in food departments, as needed. Renders guidance and assistance to management by keeping them apprised of the quality, efficiency, economics, and projected needs of food operations in relationship to the entire VCS program. Incumbent has contracting authority with unlimited signatory authority for a national food/vending operations program.

Work schedule: Monday - Friday, 8:00 a.m. - 4:30 p.m.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized experience for this position includes formulating financial goals, establishing operational goals for food sales, gross income, productivity, expense, and net income, reviewing financial statements, supervisory reports, and contract food/vending distribution, and initiating corrective action in food departments, as needed. Stays abreast of trends and products related to patient meal services in hospitals.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.Physical Requirements: Work is primarily sedentary, but some walking, standing, bending or carrying of light items may be required.

The work is performed in a well-lighted, environmentally controlled office or conference room setting.
