Job Description
Training Administrator

The Northeast Ohio VA Healthcare System is recruiting for a Training Administrator. The Training Administrator will function in the Center of Excellence (COE) in Primary Care Education within Medical Service. The Training Administrator duties include:

  • Developing, planning and running he healthcare professional curriculum for nurse practitioners, medical residents, and mid-level primary care providers within the COE.
  • Implementing new educational initiatives.
  • Planning and implementing the Transform Outpatient Care Dimensions of Health Care Professional Formulation curriculum courses.
  • Advising faculty instructors about the course directors instructional plans for teaching.
  • Determining which resources will best fit the specific educational/instructional activities.
  • Working with faculty to evaluate and improve the methods and delivery of course materials.
  • Preparing course schedules.
  • Assembling syllabi.
  • Arranging media services.
  • Managing learners assignments.
Work schedule: Monday through Friday, 8:00 a.m. to 4:30 p.m.

In order to qualify for this position, you must meet the following requirements within 15 calendar days of the closing date listed on the announcement:

  • Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
  • Applicants must be eligible under the VA Interchange Agreement, having served continuously for at least one year in the other merit system under this interchange agreement.   • All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service.

Basic Requirements:
  • Education: Undergraduate AND graduate degree in Education or a subject related to the position being filled (transcripts must be submitted).
OR
  • Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s), supervising or administering a training program, development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
In addition to the basic requirements listed above, you must also have:
  • GS-11 Specialized Experience: One year of specialized experience equivalent to the GS-11 level in the Federal service. Examples of specialized experience would typically include, but are not limited to: development of course materials for training programs, performing program support work such as the collection, compilation, research, and/or tracking of data and program information related to different training, working collaboratively with the instructor to develop and establish the minimum standards by which education programs and/or projects will be evaluated, and preparing and delivering presentations on various topics.
OR
  • Education: A Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to a degree in Education, or a subject related to the position.
OR
  • Combination of Experience and Education: A combination of education and experience to qualify at the GS-11 level. Only graduate education in excess of the amount required for the GS-9 level (1 year) may be used to qualify. For example, the position to be filled is a Training Specialist, GS-1712-11. You have 9 months of specialized experience equivalent to GS-9 level and 2.5 years of creditable graduate level education in Education. You meet 75 percent of the required experience and 50 percent of the required education, i.e., you have 1/2 year of graduate study beyond that required for GS-9. Therefore, you exceed the total requirement and are qualified for the position. (The applicant's first 2 years of graduate study are not qualifying for GS-11.)
You will be rated on the following Competencies for this position:
  • Knowledge of and skill in creating and maintaining databases.
  • Knowledge and skill in development and innovation of healthcare professional curriculum.
  • Ability to communicate and collaborate effectively with a multi-disciplinary team.
  • Knowledge and skill in Microsoft Officer programs.
  • Knowledge of analysis techniques to analyze potential skill, knowledge, or performance gaps.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
