Health Systems Specialist
Work Schedule: Full-Time~ Monday - Friday; 8am to 4:30pm.

The VA Palo Alto Health Care System (VAPAHCS) is a major tertiary care referral center with three inpatient divisions and a network of seven community based outpatient clinics (CBOCs). VAPAHCS provides primary, secondary, and tertiary care within a large geographical region encompassing a l0-county, 13,500 square mile catchment area. Today, over 272,000 Veterans reside within VAPAHCS' primary service area, of which over 67,000 Veterans are enrolled in VA healthcare. With an operating budget exceeding $1 billion, VAPAHCS is one of the largest and most complex health care systems in the Department of Veterans Affairs (VA). VAPAHCS' ten facilities encompass 313 acres, and employ a multidisciplinary staff exceeding 3,900 full time equivalent employees. VAPAHCS continues to invest hundreds of millions of dollars in capital and technology. This organizational transformation will enable VAPAHCS to remain one of the most advanced health care systems within the Department of Veterans Affairs.

The major duties and responsibilities include, but are not limited to:
  • Provides support to the Deputy Associate Director for Patient Care Service/Nursing Services (DAD for PCS/NS), in a variety of areas related to office management, business process coordination, data collection, analysis, and reporting.
  • Performs duties directly contributing to the administrative management of an integrated health care delivery system that require the ability to apply the specialized principles and practices of health care management. Provides full staff assistance on administrative matters affecting the healthcare delivery system.
  • Assigned projects/initiatives and analyzes a wide variety of health care system management issues.
  • Develops reports, business plans and presentations for the healthcare system.
  • Provides program direction to services, which includes continuing review and evaluation of operations, policies, and procedures to achieve efficiency, balance, and coordination among the facility programs and services.
  • Monitors action items within the organization and ensures appropriate progress to remedy problems and ensure risk management.
  • Responsible for identifying problems that involve new or revised policies or procedures, and brings them to the attention of executive leadership for appropriate action.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Experience providing clinical healthcare services requiring interpretation of various medical regulation and directives; AND
  • Experience providing, conducting, or implementing healthcare services, reviews, inspections, and program evaluations; AND
  • Performing data analysis to provide recommendations of program process improvement and overall planning of healthcare inspections.

You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.Physical Requirements:
There are no unique physical demands other than sitting at a computer terminal and the ability to operate a computer keyboard. Most of the work is sedentary, but some mobility is required such as walking, standing, bending, lifting, and carrying light items such as books, papers and files. Occasionally, some mobility via either shuttle bus or car may be required for off station meetings. The incumbent observes normal safety precautions while working. At times may deal with irate employees, patients, and visitors.All applicants are required to submit the following supporting documents based on applicability:
