Job Description
Human Resources Specialist (Recruitment/Placement)

The Human Resources Specialist (Staffing) provides technical advice, information and guidance to management, employees and applicants related to the recruitment and placement process. The HR Specialist manages service assignments by rendering recruitment and placement services for assigned administrative and clinical services. Recruitment efforts span a wide range of occupations covered under three distinct hiring authorities; Title 5, Hybrid Title 38, and Title 38. The HR Specialist will be responsible for Recruitment and Placement duties including, but not limited to:

  • Identifies under-represented skills in the workforce and difficult to recruit positions and determines how they can be addressed in the recruitment process;
  • Provides advice on recruitment strategies and sources and special programs which emphasizes diversity in staffing plans and works closely with the facility Position Manager to ensure that proposed staffing strategies are in line with facility needs, VHA and NWI needs and staffing plans, and in accordance with Federal Law;
  • Reviews and uses the appropriate OPM and VHA process to identify, analyze, and assess knowledge, skills, and abilities needed to perform the duties of position being recruited for;
  • Processes a variety of requests for personnel actions to fill such positions through competitive recruitment, direct hire opportunities, career promotions, reassignments, and other various staffing actions;
  • Utilizes USA Staffing online system to establish vacancies, write vacancy announcement, and issue and audit certificates;
  • Announces vacancies under the merit promotion program, through direct hire, or delegated examining authority;
  • Makes minimum qualification determinations in accordance with OPM and VHA Qualification Standards and advises service subject-matter experts and panels who play a critical role in the recruitment process;
  • Prepares certificates of eligible candidates and ensures that all placement actions meet regulatory requirements;
  • Extends job offers and coordinates with a variety of personnel to ensure pre-employment requirements are met in a timely manner;
  • Applies pay setting rules/regulations against various pay plan regulations;
  • Advises and coordinates with supervisors, managers, and other HR Specialists on possible staffing repercussions or reorganizations, placement actions, or regulatory changes;
  • Maintains employment records in accordance with VA and OPM regulations and ensures the confidentiality of records and adheres to facility standards related to requests from outside parties for employment records requests;
  • Assists employees with completing and understanding forms needed by outside sources (loan servicers, banking institutions, mortgage brokers, etc.) in order to verify employment and rate of pay;
  • Collaborates with management in developing short and long range staffing and recruitment plans to forecast mission requirements and needs;
  • Assesses employee turnover patterns, review past recruitment practices, technological changes, and labor market conditions, and provides advice on future staffing and recruitment strategies;
  • Provides written reports and briefings outlining findings and recommendations and coordinates results of activities both within and outside of the HR Office and prepares written correspondence to include Congressional inquiries, reports of special studies, training presentations, responses to inquiries from employees and other customers, and supplements to regulations and directives;
  • Responsible for accurately and timely updating data to ensure facility reports properly reflect the status of each recruitment through its various stages;
  • Provides recommendations for improvement that are in accordance with both VHA and NWI Strategic Plans to help carry out the mission of the organization;
  • Works closely with resources outside of NWI such as local radio and TV stations, universities, unemployment offices, Veteran Service Organizations, and state Vocational Rehab offices to establish creative ways to recruit and retain local talent;
  • Works closely with the VA's Regional Veteran Employment Coordinator as well as the Local NWI Employment Coordinator and Equal Employment Opportunity Office to recruit, assist with the placement of Veterans, Schedule A hires, and Reasonable Accommodation needs in accordance with regulatory standards.

For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. A non-award SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. Note: Such education/coursework must demonstrate the knowledge, skills, and abilities necessary to do the work as described in the "How You Will Be Evaluated" section of the announcement. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level.

Experience in a full range of human resources recruitment and placement programs including job analysis, merit promotion procedures and requirements, qualification determinations, pay administration, appointment procedures, special hiring authorities, and alternative candidate sourcing methods. Additionally, this experience includes analyzing personnel procedures, guidelines, regulations and policy reference materials and developing recommendations and solutions based on research and providing guidance and training to peers and lower grade HR specialists. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree.
