DIRECT HIRE AUTHORITY:
This position is being filled through the Office of Personnel Management's (OPM) Government-Wide Direct-Hire Authority for this occupation and is open to all U.S. Citizens.

Veterans' Preference: Since the Direct-Hire Recruitment Authority is being used, traditional Veterans' Preference rules do not apply. Qualified veterans will, however, be given full consideration for this position.

The employee serves as an Information Security Officer in the Field Security Service (FSS), Office of Information Security (OIS), Office of Information Technology (OIT). The employee serves as the primary Information Security Officer (ISO) in support of a Veteran Affairs facility or specified program area of responsibility and reports to either the supervisory Regional ISO or Supervisory Network ISO as the FSS Director deems appropriate. The employee actively participates in network and systems design to ensure implementation of viable systems security policies and procedures. Develops policies and procedures to ensure secure Information a reliability and accessibility; and to prevent and safeguard against unauthorized access to automated information systems, networks and data. Conducts systems security evaluations, audits and reviews; and develops Automated Information Systems (AIS) security contingency plans and disaster recovery procedures. Designs IT programs to ensure controlled accessibility to AIS', as well as to prevent and defend against unauthorized access to systems network and data. Monitors and tracks controlled access programs to ensure implementation and viability of appropriate systems security policies, as well as the acquisition of IT security tools.

Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

For GS-12: One (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to perform the duties of an Information Technology Specialist (Information Security) at the GS-12 grade level. This experience must have been equivalent to GS-11 grade level in Federal service. Specialized experience is experience utilizing knowledge of Information Technology security principles, methods, security products and services to evaluate and recommend the acquisition, implementation, and dissemination of security tools, policies, procedures and practices to protect Automated Information System, network and data; performing systems testing and evaluation and performance management methods to plan and conduct security accreditation reviews for installed systems and/or networks; and recommending new or revised security measures and countermeasures based on accreditation review results; and having Information Technology related experience demonstrating each of the four competencies listed below.

This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. The Selective Placement Factor for this position is: Experience working in an Information Technology (IT) security organization developing information security technical documentation, authorization and accreditation documentation (Risk Assessments, Continuity of Operation Plans, System Security Plans, and Security Test and Evaluation Procedures).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
