Job Description
Visual Information Specialist

This position is located in the Veterans Health Administration Office of Community Care (VHA CC), and is organizationally aligned to the VHA CC Stakeholder Relations Director, and assigned under the supervision and direction of the Director, Communications and Government Relations (CGR). CGR is a United States Department of Veterans Affairs (VA) Central Office function. It provides public affairs, graphic/visual support, and congressional responses for major VHA health care benefit programs and projects that obtain patient care from multiple sources outside of the U.S. Department of Veterans Affairs health care delivery system.

Duties include but may not be limited to the following:

  • Designs, executes, and produces computer-generated graphics for medical/research/administrative lectures, slide/tape programs, satellite and video conferences, audio teleconferences, and video note booking programs.
  • Designs and executes printed material for manuals, newsletters, pamphlets, handbooks, and similar types of publications.
  • Selects a variety of visual materials to be incorporated into visual aids which communicate information to selective audiences.
  • Produces statistics using effective typography, layout and design.
  • Researches reference sources and consults with subject matter experts to ensure accuracy of visual aids produced.
  • Creates word text, complex graphics and assembled written conceptual material using "desktop publishing" software, including but not limited to, Adobe InDesign, Adobe Photoshop and Adobe Illustrator.
  • Coordinates layout, design, and execution of printed material for photo-mechanical reproductions.
  • Participates in planning, organizing, and executing visual information production projects.
  • Provides support when needed for audio/visual presentations.
  • Performs other duties as needed and assigned.
Work Schedule: Monday - Friday, 8:00 am - 4:30 pm.

To be creditable, this experience and education must have been equivalent to at least the next lower grade level in the Federal Service that is directly related to the position. The experience must have been in visual information which included planning the preparation and use of photographs, illustrations, drawings, and other art work, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means. Qualifying Specialized Experience includes: Knowledge of video editing desktop publishing theory and applications; knowledge of graphic design, applications, layout, make-up, and production; knowledge of Windows and Mac computer systems operations, database management and presentation software, Adobe Creative Suite Software, and peripheral computer equipment; utilizing interpersonal skills to deal with a wide variety of people with varying backgrounds; and operating various audio/visual equipment which includes slide projectors, LCD projectors, video teleconferencing equipment, VCRs, microphones, amplifiers, and PA systems.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
Successful completion of two (2) full years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D., if related, which demonstrates the knowledge, skills, and abilities necessary to do the work of this Visual Information Specialist position with major study in commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. This education must have been obtained in an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Transcripts must be submitted with application. COMBINING EDUCATION AND EXPERIENCE: Equivalent combination of successfully completed related graduate level education and specialized experience, as described above, to meet the requirements at the GS-9 level for this position. Extended
periods of standing and walking are required during photoshoots and videography assignments. The employee may be required to carry or lift items such as plotter paper rolls of up to 25 lbs., papers, books, or small parts, or drive a motor vehicle.

Employee may be required to use power tools (e.g., table, miter and jig saws, drills-hand held and press, etc.) and materials such as adhesives, sand paper and paint in a workshop environment.

Work is typically performed in an office setting, which is adequately lighted and heated.
Occasional travel may be required.
