Job Description
Accounting Technician - Financial Resources Management

The position is located in the Financial Resources Management Service (FRMS) for the VA San Diego Healthcare System, Department of Veterans Affairs, in Serrento Valley, CA. The Accounting Technician performs a full of range of accounting procedures related to appropriation funding, allotments, obligations, disbursements, classification, reconciliations, etc., as well as performing the following:

  • Reviews and makes recommendations for appropriated single and multi-year funds obligations, outstanding orders, and payables.
  • Processes and establishes payment or obligation transactions for an automated general ledge system.
  • Obligates documents online, codes all data indicating type of appropriation and fund (e.g. Accounting Classification Code (ACC)/Fund Control Point (FCP), cost center, and sub account.)
  • Processes recurring bi-weekly timecard payments.
  • Prepares reports and reconciliations.
  • Serves as primary approver in the Over The Counter (OTC) Net system to include review for accuracy, proper formatting and application of funding.
  • Serves as back up to Voucher Examiner
Work schedule: Permanent, Full Time, Monday - Friday, Tour of Duty (varies) and will be discussed during interview. Overtime/weekend work may be required to meet customer care needs.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04 and for a GS-06 position you must have served 52 weeks at GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience
Applicants must have One year of specialized experience equivalent to at least the next lower grade GS-04 for the GS-05 level or grade GS-05 for the GS-06 level in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Establishing and/or changing FCPs within the Financial Management System and Integrated Funds Distribution. Auditing FCP running balance, providing suggestions and guidance to control point clerks and officials and assisting them in reconciling accounts as needed.

As a general rule, education is not creditable above GS-5 however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.

Best Qualified Criteria:

  • One or more years' experience with processing and establishing payment and/or obligation transactions for an automated general ledger system with in depth understanding of government budgetary appropriations and fund control points.
  • At least one years' experience preparing financial reports and reconciliations, including General Post Funds, Vendor reconciliations, accounts receivable, undelivered orders and accounts payable reports.
  • One or more years' experience performing technical audits of financial documents for accuracy and appropriate authorization.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.Physical Requirements: Selected applicants will be required to complete an online onboarding process. The work is basically sedentary but the employee may be subject to stressful situations due to tight timeframes and implementation and operation of national and VISN projects. The employee may be required to work long hours and irregular shifts. Some walking, standing, bending and carrying items such as books, papers and computer reports is also required.
