Job Description
Human Resources Assistant
  • The Personnel Security Program assures that all appointees have an appropriate security/suitability clearance commensurate with their assignment.
  • Performs work related to the collection, organization and/or tracking of information in support of the Personnel Security Program.
  • Assists in determining appropriate background information, collecting and tracking of data, completion of reports, maintaining databases and follow-up on various personnel security matters.
  • Develops facts regarding specific HR issues especially as they relate to background investigations for newly hired both paid and unpaid employees.
  • Serves as final clerical reviewer for background investigations, obtains fingerprints using the electronic fingerprint equipment.
  • Enters appropriate data related to appointee's suitability clearance from a wide variety of sources, (e.g. fingerprint entries, notification(s) of investigation(s), schedules by OPM, requests by OPM for additional information, receipt/disposition of results of both Special Agreement Checks (SACs) and National Agency Check with Inquiry (NACIs) or higher, to include interim reports or pending completion reports, assignment for adjudication and final disposition of the investigation) into local and national databases.
  • Prepares and reviews NACI, MBI, and BI applications with candidates for submission.
  • Performs technical work in processing and coding a full range of recurring and nonrecurring personnel actions such as risk and sensitivity, suitability adjudication determinations, suspensions, return to duty, terminations, removals, reassignment, change to lower grade, details and other personnel actions.
  • Categorizes and forwards paperwork related to the suitability process for inclusion in the appropriate system of records, (e.g. official personnel folders, records related to fee basis employees, contract personnel, volunteers, students/residents, or without compensation employees).
  • Maintains required files related to the suitability process in accordance with OPM/agency guidelines, including but not limited to, filing, copying, coordinating background results with other Human Resources Management Services sections.
  • Performs administrative tasks associated with maintaining and supporting e-QIP, a web-based system to provide a means to facilitate the processing of standard forms for clearance investigations.
  • Provides general consultation, advice, guidance, and assistance to employees, supervisors, managers, and union officials on minor employee problems; explaining the rights of management and employees to resolve complaints; procedures for filing grievances; the distinction between the union contract and established HR policies; and explain alternative processes to resolve issues and problems; e.g., using interest-based bargaining or alternative dispute resolution.
  • Provides comprehensive assistance to supervisors and managers with proposing and/or issuing counseling's, admonishments, and reprimands and resolving step 1 and 2 grievances.
  • Receives and processes various documents and reports in accordance with established procedures.
  • Utilizes computer network systems in developing, preparing, and tracking information, reports, and other data.
  • Monitors, prepares, and/or tracks program- specific information. Assembles and prepares approved written products.
  • Uses software applications to generate information used to prepare/assist in the preparation of reports.
  • Maintains ER/LR databases, records and correspondence.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. For a GS-7 position you must have served 52 weeks at the GS-6.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items such as papers and books. No special physical demands are required to perform the work.
