Job Description
Physical Security Specialist

The Physical Security Specialist reports directly to the Chief of Police Service. Oversees and coordinates a mandatory, government-wide standard providing for a secure and safe environment for all VHA, VBA and NCA facilities within the Department of Veterans Affairs. Develops and implements policies and procedures related to physical security. Represents the department/facility at meetings, conferences and events. Subject matter expert on VA policy relating to physical security. Assistant technical expert responsible for the development and administration of the physical security system installed and in use within VASDHS. Provides security and crime prevention to patients, visitors and staff and protection of personal and government property. Primary program manager in administering the physical security program, crime prevention programs, alarm systems, Hirsch Access System program, and conducting comprehensive annual and courtesy physical security surveys, vulnerability assessments, critical analysis and inspections in preparation for and in response to installations and higher echelon formal inspections.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5, for a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

To qualify at the GS-07 grade level:
Specialized Experience: One year of specialized experience which includes experience applying security process and procedures for a facility with emphasis on but not limited to access control, camera monitoring, security systems and/or key control to prevent theft and potential compromise. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
OR
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Criminal Justice, Security Management.
OR
Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR
(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

To qualify at the GS-09 grade level:
Specialized Experience: One year of specialized experience which includes experience assisting with conducting physical or industrial security inspections and assisting with the evaluation of findings and developments to recommend security changes. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Criminal Justice, Security Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Will work outside and inside, dust, fumes, smoke or gases, radiant energy, electrical energy, slippery or uneven walking surfaces, working around moving objects or vehicles, working on ladders or scaffolding, working closely with others, working alone, protracted or irregular hours of work, intervenes in assaults, criminal act and disturbances.
