Job Description
Facility Services Assistant
This position has promotion potential to the GS-6 level. Selectee will come aboard at the GS-5 or GS-6 level depending on their qualifications.

This Facility Services Assistant position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid Atlantic Health Care Network (VISN 6), Richmond VA Medical Center (VAMC) in Richmond, VA., Engineering Service.The position is organizationally aligned under the office of the Chief Engineer. The purpose of the position is to assist the Chief and Assistant Chief Engineer in the professional management of the Facility Operations, Maintenance and Safety within the Engineering program.

Duties include, but are not limited to:

-Initiates, receives, schedules, coordinates and follows up on work requests. Processes telephonic and electronic work requests for the accomplishment of maintenance, repairs, additions, alterations, new construction, etc. Retrieves data from work orders and enters into the Electronic work order system.

-Performs work in support of purchasing and/or procurement of contracts and purchase orders for construction projects, biomedical and facility contracts, services, products, supplies, and/or equipment. Serves as a credit card holder making purchases of authorized supplies, equipment, parts, tools, maintenance repairs and services on equipment in accordance with applicable micro-purchase threshholds.

-Performs general program support functions involving the collection, compilation, and or tracking of data and program information and statistical information in support of the program operations. Assists management in the management of Fund Control Points, budgets, and costs centers.

-Perform timekeeping duties to include maintaining time sheets and accurately inputting time and attendance data into the computer for essential personnel with multiple shifts and tours of duty.

-Provides space utilization support and program support functions for multiple agency programs for an organization with frequent organizational and functional changes.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4 Level. For a GS-6 position you must have served 52 weeks at the GS-5 Level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.



Specialized Experience for GS-5: You may qualify for the GS-5 level based on your experience and/or education as described below:one full year of related specialized experience for this position, equivalent to the GS-4 level in Federal Service. (Specialized experienced is defined in the vacancy announcement under Knowledge, Skills and Abilities OR Successfully completed four full years of education above high school level. OR Possess a combination of post-high school education and specialized experience. (Copy of Transcripts required if qualifying based on education and/or experience combination). Note, education can only be used at the GS-5 level.

Specialized Experience for GS-6: one full year of related specialized experience for this position, equivalent to the GS-5 level in Federal Service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.Physical Requirements: The work is generally sedentary. Typically, the incumbent sits to do the work however there may be some walking, standing, bending, carrying of light items such as paper, books or small parts. No special physical demands are required to do the work.
