Management & Program Analyst (Program Administration)

The Management and Program Analyst position is located in the Veterans Benefits Administration, Appeals Management Office - Program Administration, located in Washington, DC. The Appeals Management Office is responsible for the development of policy, procedures, training, operations and oversight of the delivery of Veteran Appeals processing Nationwide.

As a Management & Program Analyst (Program Administration) for the Veteran Benefits Administration you will:

  • Serve as a specialist responsible for the technical operations of the appeals program including: drafting regulations, managing program activities; planning program strategies; monitoring performance; developing initiatives; managing and directing regional office employee training; and managing projects involving other services, and regional office activities.
  • Serve as an advisor and consultant to the supervisor regarding technical, regulatory, procedural, and operational aspects of the Appeals program.
  • Develop and disseminate policy guidance for the administration of the entire spectrum of the appeals program and provides oversight of appeals program activities.
  • Analyze appeals methods or policies and recommends ways to enhance them, or make them consistent with changes in legislation or management direction.
  • Review draft legislation and provides congressional stakeholders with the agency's views and costs of the legislation.
  • Prepare various reports, guidance documents, policy and training letters, all of which have national program impact.
  • Conduct studies on VBA's appeals program, and on the effectiveness of management initiatives relating to the appeals program.
  • Develop new and modified operating instructions and training materials.

Work Schedule: 8:00am - 4:30Pm; Flexible work schedules are available.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

To qualify, applicants must have one year of specialized experience equivalent to the next lower grade (GS-12). Specialized experience would have been in a position with substantive responsibility applying knowledge of agency programs and activities performing the following work:

  • Analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of line program operations in meeting established goals and objectives.
  • Developing life cycle cost analysis of projects or performing cost benefit or economic evaluations of current or projected programs.
  • Advising on the distribution of work among positions and organizations and the appropriate staffing levels and skills mix.
  • Advising on the potential benefits/uses of automation to improve the efficiency of administrative support or program operations.
  • Evaluating and advising on the organization, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files, and documentation.
  • Developing new or modified administrative program policies, regulations, goals, or objectives.
There is no provision for substitution of education for experience at grade GS-13
