Executive Director for Clinical Informatics

NOTE: Applicant's education and length of practice (experience) will be considered by a Compensation Panel in determining the salary of the applicant selected. Exceptions to the salary cap must be approved.

The job is Executive Director for Clinical Informatics within the Office of Health Informatics. You will be responsible for providing clinical informatics governance, leadership and management.

This is a key position for someone experienced and eager to take on significant challenges.

The Executive Director (ED) reports to the ADUSH for Health Informatics (OHI) in VA Central Office, Washington, DC and functions as the Chief Medical Informatics Officer (CMIO) for VHA. OHI is integral to VHA programs that provide patient-centered health care to Veterans. The office provides advanced and secure enterprise data systems, decision support, and web communications that facilitate evidence-based decisions for individual Veterans and their families, patient populations, clinicians, and those managing healthcare delivery systems. Customer-focused training and support along with transparent oversight and governance will help to ensure that these tools are used most effectively to serve Veterans and VHA. The products and services provided by this office will impact health and healthcare at VA health systems designed for Veterans within the Veterans Health Administration (VHA). In addition, VHA is embarking on a multi-year Electronic Medical Record (EMR) implementation. The ED for Clinical Informatics will provide leadership, counsel and oversight to this effort in support of the Veterans Administration Program Office which is leading this initiative.

Health Informatics is a discipline at the intersection of information science, computer science, and health care that designs and delivers information to improve clinical care, individual and public health and biomedical research. The health care component of informatics includes the clinical sciences and in-depth knowledge of health care delivery, people, processes, and organizations. The Health Informatics (HI) Division promotes the development and implementation of VHA patient-centered information technology and information management (IT/IM) solutions and supports VHA-DoD interoperability and health information exchange initiatives. HI also promotes emerging technologies, and advances codified terminologies and national standards. This position provides direction and leadership to virtual and on-station staff for the following functions: strategy for clinical informatics; health information exchange; standards for health information, knowledge, and processes; safe use and operation of health IT systems; acquisition, development, and configuration of health-information-management capabilities; and integration and standardization of health data and knowledge.

Fulfilling the responsibilities of the ED for Clinical Informatics position entails leadership and management in planning, designing, and implementing systems that affect the entire VHA health system, and accountability for the success of those programs. Provides clinical informatics leadership and management characterized by substantial and continuous responsibility and accountability for representing and advancing VA and VHA interests. The ED for Clinical Informatics serves as VHA's primary clinical-informatics liaison to senior federal officials in the Administration and Congress as well as external health informatics organizations.

The ED for Clinical Informatics develops and implements clinical informatics strategies that directly affect the quality and usability of VHA information systems nationwide -- within the VA health care system and the external health care environment. The ED for Clinical Informatics devises strategies and plans for the productive use of emerging informatics concepts. The ED for Clinical Informatics also provides consulting and strategic advice at the request of industry leaders regarding VHA informatics experience and knowledge, and how to advance the President's Management Agenda for the advancement of health information technology.

The ED may perform direct patient care activities at a VHA clinical site, in order to maintain clinical skills and infuse this direct patient care experience into their Informatics activities.

In order to qualify for this position you must meet the following:

BASIC REQUIREMENTS FOR PHYSICIAN

  • U.S. Citizenship
  • Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Secretary of VA for the year in which the course of study was completed.
  • Residency Training: Physicians must have completed residency training or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. Approved residencies include those approved by the accrediting bodies for graduate medical education, Accreditation Council for Graduate Medical Education or American Osteopathic Association, or other residences which the Professional Standards Board determines to have provided appropriate professional training.
  • Current, full, and unrestricted license to practice medicine in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the United States or in the District of Columbia. The Physician must maintain a current registration to continue employment with the VA.
  • Proficiency in written and spoken English
DEMONSTRATED LEADERSHIP EXPERIENCE:

In addition to the education requirements, applicants should possess the following technical qualifications and Executive Core Qualifications (ECQs) required for this position. Typically, these qualifications would be gained through education, experience and training which reflect progressive development and achievement in responsible management/executive level assignments in a health care at a national or Network level. If you are currently a federal employee, this type of experience is typically found at positions at the GS-15 level and above.

To meet the minimum qualifications, applicants must possess all of the necessary requirements for this position, you MUST SHOW in your RESUME that you possess the five Mandatory Executive Core Qualifications (ECQs) and Technical Qualification(s) outlined below. 2. Experience in Electronic Medical Record design, development, implementation, oversight and informatics within a complex health system environment

NOTE: Degree, certification, fellowship or other formal training/academic courses in health informatics; board certification or progressive experience equivalent in breadth and intensity: and experience with Cerner EMR is preferred

This can be found in the local Human Resources Office.Physical Requirements: Most of the work performance is at a desk, in an office setting. The position does require touring of the medical center for direct supervision, survey and environment of care issues. The incumbent occasionally carries books and papers to and from meetings and conferences.
