Job Description
Veterans Service Representative

As a Veterans Service Representative you will work on Veterans benefits claims and provide comprehensive services to America's Veterans and their families. The incumbent may be promoted to the full performance level (GS-10) without further competition after meeting time-in-grade and specialized experience requirements.

Individual(s) selected for this position must be available to attend a mandatory 8-week consecutive training session. This training may require official government travel away from the permanent duty station to a different city and/or state.

Upon attaining the GS-10 grade level, the incumbent will be required to pass the VSR Skills Certification test.

The Veterans Service Representative (VSR) explains benefit programs and entitlement criteria, analyzes claims material, identifies issues, gathers relevant evidence, conducts interviews to adjudicate claims and inputs data necessary to generate the award and notification letter to the veteran describing the decision. Specifically, the VSR will:

  • Make determinations as to the eligibility for the type of benefit sought to include questions relating to adequacy of military service, medical evidence and the evaluation of evidence of income, employability, dependence and relationship.
  • Request examinations, re-examination or opinions to evaluate disabilities resulting from diseases or injuries.
  • Review claims cases to assure all issues have been addressed, applies and interprets VA laws, including veterans' case law, existing statutes and procedures, precedent rulings and state law in the adjudication process.
  • May conduct interviews in person or by phone with veterans, representatives and advocates to explain the full range of VA benefits and related programs.
  • Prepare and release correspondence for use by other federal, state and local agencies.
  • Utilize various electronic data processing (EDP) systems to input data for processing claims and generating automated correspondence.
Work Schedule: Monday through Friday (actual times to be determined).

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
  • The grade progression is GS-7/GS-9/GS-10

TIME-IN-GRADE: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.As a current Federal employees you must also meet time-in-grade requirements (unless if in the commuting area and eligible for a non-competitive hiring authority such as Schedule A, VRA, or 30% or more disabled Veterans).For a GS-07 position you must have served 52 weeks at the GS-05 level.

SPECIALIZED EXPERIENCE:

A. One year of specialized experience equivalent to the GS-5 level or higher. Specialized experience is defined as interpretation or application of laws, regulations, or procedures to analyze evidence to make determinations and research routine issues to resolve discrepancies.

Examples of Specialized experience include:

  • Technical assignments related to claims or benefits processing or eligibility determinations.
  • Quality assurance or auditor functions
  • Compiling income and legal documentation to determine basic eligibility for benefits or programs.
  • Claims processing for: A state or federal agency, Insurance company, Worker's Compensation, Disability Retirement or Pension Program.
  • Human Resource positions which involved determining employment qualifications, job classification, or determining eligibility for benefits.
  • Positions involved in assisting veterans with claims applications
OR

B. One (1) full year of graduate-level education; related to the competencies required to perform in this position, OR, A bachelor degree with Superior Academic Achievement (SAA) SAA is based on a GPA of 3.0 or higher out of a possible 4.0; class standing in the upper third of graduating class; or election to membership in a national scholastic honor society. C. Applicants may also combine education and experience to qualify. A combination of successfully completed post high school education and experience may be used to meet total qualification requirements. To calculate, first identify your total qualifying experience as a percentage of the experience required; then determine your education as a percentage of the education required; then add the two percentages. The total of percentages must equal 100% to qualify.
Applicants must provide documentation (transcript or a letter from the Dean/Registrar's office or honor society) to receive credit. All transcripts must be submitted with your application.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.Physical Requirements: This position is primarily sedentary with some walking, standing, bending and/or carrying lightweight items.
