Job Description
Veterans Service Representative

The Veterans Service Representative (VSR) explains benefit programs and entitlement criteria, analyzes claims material, identifies issues, gathers relevant evidence, conducts interviews to adjudicate claims and inputs data necessary to generate the award and notification letter to the veteran describing the decision. Specifically, the VSR will:

  • Make determinations as to the eligibility for the type of benefit sought to include questions relating to adequacy of military service, medical evidence and the evaluation of evidence of income, employability, dependence and relationship.
  • Request examinations, re-examination or opinions to evaluate disabilities resulting from diseases or injuries.
  • Review claims cases to assure all issues have been addressed, applies and interprets VA laws, including veterans' case law, existing statutes and procedures, precedent rulings and state law in the adjudication process.
  • May conduct interviews in person or by phone with veterans, representatives and advocates to explain the full range of VA benefits and related programs.
  • Prepare and release correspondence for use by other federal, state and local agencies.
  • Utilize various electronic data processing (EDP) systems to input data for processing claims and generating automated correspondence.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

SPECIALIZED EXPERIENCE: You may qualify at the GS-09 level, if you fulfill one of the following qualification requirements:
  1. One (1) year of specialized experience equivalent to at least the next lower grade (GS-07). Specialized experience is defined as experience which required interpretation of legal and medical documentation to determine claimant's eligibility for services and benefits programs. Examples of specialized experience would typically include, but are not limited to:
    • Determining the eligibility for Federal or State-administered benefits, such as: disability, education, housing, medical, and/or veterans' benefits;
    • Interpreting and applying Federal and State laws, including case law, existing statutes and procedures, and precedent rulings, to process claims pertaining to a service program;
    • Gathering and requesting evidence to build service program case files, respond to claimant inquires, and identify errors, inconsistencies, or omissions;
    • Explaining Federal or State claims decisions to claimants, special interest groups, dependents, and/or representatives in an effort to gain acceptance of the determination.
  2. Education Substitution: A Master's or equivalent graduate degree; or Two full years of progressively higher level graduate education or a master's or equivalent graduate degree (such as LL.B. or J.D.)
  3. Equivalent combinations of Specialized Experience and Graduate-level education (To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.) To be creditable, such education must demonstrate the knowledge, skills, and abilities (see "Competencies" in the Requirements section) necessary to do the work.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.Physical Requirements: The work normally involves mental rather than physical exertion. The work is mostly sedentary; however, there may be some walking, standing, and carrying of light items.

Grade Requirement: To receive CTAP selection priority, you must apply for a vacancy at or below your current grade level. This position may have no promotion potential greater than your current position.The following documents are required:

  • Your official notice from the VA to support your CTAP eligibility
  • Copy of your most recent Annual Performance Appraisal
  • Copy of your most recent SF-50 (do not submit an award SF-50)
  • Transcripts if you are using education to qualify
