Legal Administrative Specialist

Duties:

The Legal Administrative Specialist (LAS) position is located in the National Call Center for the Veterans Benefits Administration based in Salt Lake City, UT. The LAS has telephone contact with the public for the purpose of advising and providing information on Veterans benefits and their rights. This is a call center position that offers the opportunity to work in a dynamic environment where no two days are the same. In this position the incumbent will complete work using telephone and computer equipment handling inbound calls on a daily basis.
This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-09. At the GS-05 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-09. As a Legal Administrative Specialistfor the Veteran Benefits Administration you will:

  • Counsel veterans, their dependents, and their beneficiaries via telephone regarding the full array of benefits available through the Department of Veterans Affairs, as well as non-VA benefits available through other organizations concerned with veterans.
  • Explain the types of documents necessary to facilitate timely processing of claims and provide assistance in obtaining and completing such documents and forms in accordance with the type of claim being submitted.
  • Explain decisions and reasons for the decisions made by the VA and communicate the information both orally and in writing to the veterans.
  • Perform claim-related work such as change of address, direct deposits, burial allowance claims, etc.

Mandatory Training Requirement: Selectees will be required to attend a16 week in house training session upon appointment. During these16 weeks you will be required to work a full time, 40 hour work week Monday thru Friday schedule 8:00 AM to 4:30 PM.

This training is a condition of employment. If you cannot comply with this schedule and/or terms you may not be considered for employment under this vacancy announcement.

Work Schedule:Part-Time. Once you have successfully completed training, you willtransition to a tour of dutybetween 6:00 AM to 12:30 PM, Monday through Thursday (48 Hours Biweekly).

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.Selection at a lower grade level does not guarantee promotion to the full performance level.

Required GeneralExperience:

Applicants must havethree years ofgeneral experience, with one year equivalent to at least the next lower grade (GS-04).General experience must demonstrate the following:

(1) Your experience analyzing problems to identify significant factors, gathering pertinent data, and recognizing solutions;

(2) Your experienceplanning and organizing work; and

(3) Communicating effectively both orally and in writing.Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work.

Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled.

Or you may qualify based on education:Successful completion of a full 4-year course of study (e.g., 120 semester hours or the equivalent) in any field leading to an undergraduate degree from an accredited college or university, or possess an undergraduate degree in any field from an accredited college or university.
Or you may qualifyusing a combination ofeducation and experience: If you have some, but not all, of the education and experience described above, you may still qualify by combining the education and experience that you do have.To do so, first calculate the percentage of qualifying education you have as a percentage of the education required.For example, if you have completed 60 undergraduate semester hours or the equivalent, you will have a creditable 50% education component.Next calculate the percentage of general experience you have as a percentage of the experience required, e.g., identify the number of months of experience you have as a percentage of three years (36 months).Then, add the two percentages.The total percentage must be equal to or greater than 100% for you to qualify for the position at the GS-5 level. Example, an applicant who has completed 60 semester hours of undergraduate level education (a 50% education component) and has 1-1/2 years of creditable general experience (a 50% experience component) will satisfy the total qualification requirement.

Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.
