Claims Assistant

Claims Assistant GS 5 T 6 or 6

The Claims Assistant (CA) works as a member of one of the teams in the Veterans Service Center (IPC, Core, Express, Non-Rating, Special Operations, Appeals, or Public Contact). The CA performs the following, but not limited to:

  • Provides administrative support to the team; performs core duties aligned with the assigned team's mission.
  • Facilitates workflow between the team and other Veteran Service Center (VSC) teams.
  • Analyzes claims and determines if the disposition of the claims and control action has been appropriately identified.
  • Responsible for the care and maintenance of the claims folders.
  • Develops straightforward evidence in conjunction with claims.
  • Establishes or updates control action.
  • Prepares mail for shipping.
  • Receives, opens, reviews, and date stamps all incoming correspondence; processes dependency questionnaires; develops and assembles all evidence required for burial and plot claims.
  • Analyzes electronic mail and uploads mail into the Veterans Benefit Management System.
Work schedule: Standard 5 day, 8 hour, full time (40 hours a week) schedule; actual times to be determined.

This announcement is for status candidates and veterans who are eligible for Veterans Recruitment Appointment within the local commuting area of Montgomery Veterans Benefit Administration Regional Office, Montgomery, Alabama. Veterans who are eligible for VEOA is not restricted by this statement.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/07/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
NOTE: Time-in-Grade requirements do not apply to veterans applying for Veterans Reemployment Act

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: Specialized experience is that which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Such experience is in the preparation of claims for benefits, procurement of relevant evidence, the ability to control electronically and maintain pertinent files and documents in the claims process, work in which the applicant showed evidence of a working knowledge of the claims processing, and prepared the individual to successfully deal with clients from many backgrounds.
For GS-05, you must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization.

OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you mut have four years above high school. For the GS-05 level, four years above high school is required. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. A transcript must be submitted with your application if you are basing all or part of your qualifications.
OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. Education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.
For GS-05 level, only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. A transcript must be submitted with your application if you are basing all or part of your qualifications.

For GS-06, you must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization.

You will be rated on the following Competencies for this position:
  • Competency 1 - Ability to understand and interpret laws, rules, regulations, and policy.
  • Competency 2 - Knowledge of computer programs.
  • Competency 3 - Ability to effectively communicate orally and in writing with people from a variety of backgrounds and with varying levels of understanding.
  • Competency 4 - Ability to meet deadlines, work under pressure, work independently, and adjust to changing situations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.Physical Requirements: Work is mostly sedentary. However, there may be some walking, standing, and carrying of light items such as papers, books, claims folders, and files from one desk to another or for returning to storage. Carts are utilized to carry large numbers of claims folders. This will require the incumbent to push or pull the cart from one area to another.
