Job Description
Human Resources Specialist

The Human Resources Liaison serves as advisor and consultant to the Regional Office Director, supervisors, employees, and union officials.

  • The incumbent is responsible for the attainment of program objectives and goals of human resources management.
  • Serves as the Local Reasonable Accommodation Coordinator (LRAC) for Regional OfficeExplains the program to the employee and assists supervisors and management officials at all levels with processing requests for Reasonable Accommodation (RA).
  • Coordinates with the Employee Relations/Labor Relations Specialist a program designed to foster sound employee-management relations
  • Incumbent is responsible for coordinating and directing various personnel programs designed to address the human resources needs of the Regional Office.
  • Conducts a program designed to foster sound employee-management relations and service. Provides advise and assistance to management with regard to counseling and for disciplinary and adverse actions.
  • Provides advise and guidance to supervisors and employees in the administration of the Performance Management system and assists in resolving and recommending corrective actions for performance-based problems.
  • Conducts labor relations program that is consistent with law, regulations, and VBA policy.
  • Makes recommendations for training, outside of the mandated training courses, to the RO Training Manager to enhance employee development and performance.
  • The HR Liaison actively participates in and monitors position management activity and assures timely communication of recruitment and placement needs to the Human Resources Center.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.



You may qualify based on your experience or education, as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09,GS-11 in the normal line of progression for the occupation in the organization. Specialized experience consists of technical knowledge of federal personnel laws, regulations, and practices used to advise managers in all aspects of human resources administration. This experience can be gained as a generalist who has practiced in the major functional areas of federal human resources including but not limited to: recruitment and placement, labor and employee relations, classification, position management, pay administration, and training.
OR,
Education: Applicants may substitute education for the experience required for the GS-11 level.
To qualify at the GS-11 level applicants must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree.

OR,

Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.

There is no educational substitution for the GS-12 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: This position is primarily sedentary with some walking, standing, bending, and carrying of lightweight items (e.g. folders, claims files, etc.)
