Job Description
Legal Administrative Specialist

This position is located in the National Call Center, of the VA Regional Office, for the Veterans Benefits Administration based in Salt Lake City, UT. The Legal Administrative Specialist has telephone contact with the public for the purpose of advising and providing information on Veterans benefits and their rights. This is a call center position that offers the opportunity to work in a dynamic environment where no two days are the same. In this position, the incumbent will complete work using telephone and computer equipment handling inbound calls on a daily basis.

  • As a member of the National Call Center the Legal Administrative Specialist will counsel veterans, their dependents, and their beneficiaries via telephone regarding the full array of benefits available through the Department of Veterans Affairs, as well as non-VA benefits available through other organizations concerned with veterans.
  • The incumbent will explain the types of documents necessary to facilitate timely processing of claims and provide assistance in obtaining and completing such documents and forms in accordance with the type of claim being submitted.
  • The incumbent will also be able to explain decisions and reasons for the decisions made by the VA and communicate the information both orally and in writing to the veterans.
  • Will also perform claim-related work such as change of address, direct deposits, burial allowance claims, etc.
  • Incumbent will be required to talk for long periods of time. Extensive use of a computer and telephone with headset is required.
Work schedule: Part Time. Schedule is Monday - Thursday; shift work between the hours of 12:30 p.m. to 7 p.m.; not-to-exceed 24 hours per week. Work schedule during training: 8 a.m. - 4:30 p.m. Salary listed in job announcement does not include night differential for work performed after 6 p.m.

You may qualify based on your experience and/or education as described below:

  • General Experience: Applicants must have three years of general experience, with one year equivalent to at least the next lower grade (GS-04). General experience must demonstrate the following (1) Your experience analyzing problems to identify significant factors, gathering pertinent data, and recognizing solutions; (2) Your experience planning and organizing work; and (3) Communicating effectively both orally and in writing. Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of a full 4-year course of study (e.g., 120 semester hours or the equivalent) in any field leading to an undergraduate degree from an accredited college or university, or possess an undergraduate degree in any field from an accredited college or university, OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. If you have some, but not all, of the education and experience described above, you may still qualify by combining the education and experience that you do have. To do so, first calculate the percentage of qualifying education you have as a percentage of the education required. For example, if you have completed 60 undergraduate semester hours or the equivalent, you will have a creditable 50% education component. Next calculate the percentage of general experience you have as a percentage of the experience required, e.g., identify the number of months of experience you have as a percentage of three years (36 months). Then, add the two percentages. The total percentage must be equal to or greater than 100% for you to qualify for the position at the GS-05 level. Example, an applicant who has completed 60 semester hours of undergraduate level education (a 50% education component) and has 1-1/2 years of creditable general experience (a 50% experience component) will satisfy the total qualification requirement.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.Physical Requirements: The work is mostly sedentary. The employee will be required to talk for long periods of time which occasionally puts a strain on the throat/vocal cords. There are no other specials physical demands required to perform the work. There may be some walking, standing, and carrying of light items such as papers, books, claims folders, and files from one desk to another of for returning to storage. Extensive use of a computer and a telephone with a headset is required.
