Job Description
Health Technician

The incumbent will be assigned to work in the Patient Care Service Line (Acute Care - University Drive) under the direct supervision of the nurse manager. The Healthcare Technician (HCT) is a highly specialized position, providing both clinical and clerical support such as patient care tasks, cleaning and supply duties, escorting functions, and clerical tasks. This position will provide assistance to the Nursing Staff to assure coordinated and efficient delivery of patient care services; tasks are delegated by the professional nurse based on assessment of the task and the individual patient needs. This work is performed on all tours, weekends and holidays. Duties include but are not limited to:

1. Perform patient care tasks when delegated by the RN.
* Performs or assists with all phases of personal care.
* Provides direct observation for both suicidal/homicidal and safety risk patients
* Taking and recording weight, blood pressure, respiration, oral and rectal temperature, and pulse.
* Measuring and recording oral intake and output from Foley catheters.
* Collects routine urine, stool and sputum specimens.
* Applies external catheters, leg bags and provides care to patients with indwelling catheters.
* Changing linen on occupied and unoccupied bed.
* Feeding patients.
* Assists with transfer and ambulation of patients, turning and properly positioning patients.
* Performing 12 lead EKG.
* Perform venipuncture and glucometer checks.
2. Performs the following cleaning assignments
* Prepares the patient care environment for new admissions.
* Cleans environment including counter tops and desktops.
* Cleans dirty reusable medical equipment and identifies as cleaned.
3. Escort duties
* Obtains and delivers, supplies and equipment from Distribution and Supply room.
* Obtains and delivers blood products from blood bank.
* Assists with transporting patients.
* Delivers specimens to lab and mail to patients.
4. Assure that the unit is stocked as follows
* Checks and stocks bedside unit and specialty carts.
* Cleans and straightens linen room.

Other duties - assigned when warranted, the employee may be required to participate in other duties that are directly related to the assigned unit of work.

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you mut have successful completion of a full 4-year course of study leading to a bachelor's degree, with major study or at least 24 semester hours in subjects directly related to the position, OR a Bachelor's degree to qualify for GS-5. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-5. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.

  • Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Medical Information - Knowledge of medical information and/or terminology related to the diagnoses, treatment, and prevention of human injuries and diseases.
  • Standards (Compliance) - Knowledge of standards that either are compliant with or derived from established standards or guidelines.
  • Technical Application - Uses machines, tools, or equipment effectively
  • Infection Control - Promotes infection prevention and control. Demonstrates application of the principles of infection control in all activities (i.e. proper hand washing procedures, etc.). Understands and utilizes standard precautions and uses proper protective equipment.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.Physical Requirements: Applicant must meet the physical requirements of the position which may include heavy lifting (45 pounds and over); heavy carrying (45 pounds and over); straight pulling (2-4 hours); pushing (2-4 hours); reaching above shoulders (1-2 hours); use of fingers; both hands required; walking (4-6 hours); standing (4-6 hours); repeated bending (2-4 hours); both legs required; ability for rapid mental and muscular coordination simultaneously; near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in one eye to 20/20 and 20/40 in the other; both eyes required; ability to distinguish basic colors and shades of color; hear (aid permitted); mental and emotional stability.
