Job Description
Firefighter (Basic Life Support)

These positions, located within the Department of Veterans Affairs Hudson Valley Healthcare System, Montrose, New York, perform work to control and extinguish fires, rescue persons endangered by fire, and reduce or eliminate potential fire hazards.

Additional duties include but not limited to:

  • Serves as a team member in effectively controlling and extinguishing fires, operating various nozzles and hose lines, making connections to, and operating fire hydrants;
  • Performs forcible entries, ventilates structures, carries, raises and lowers ground ladders;
  • Performs or assists in rescue operations, using a variety of hand tools, hydraulic tools and portable fire extinguishers;
  • Combats fires in residences, medical and psychological facilities, multiple story office buildings, industrial shops, warehouses, fuel storage areas, public assembly areas, brush and wooded areas;
  • Operates and uses fire extinguishing equipment carried on the apparatus such as foam and dry chemical extinguishing agents;
  • Performs salvage and overhaul;
  • Performs specialized rescues, hazardous materials spill response and serves as a driver/operator of pumpers, ambulances and special service vehicles;
  • Provides non-professional medical care as an Emergency Medical Technician-Basic, following protocols in providing basic life support;
  • Performs emergency procedures that are non-invasive and functions independently and renders first aid and life saving measures consisting of: opening and maintaining oral airway; giving positive pressure ventilation; closed cardiac resuscitations; controlling of hemorrhage; treatment of shock without medication; immobilization of fractures; assisting in childbirth if needed; management of mentally disturbed patients; and initial care of poison and burn patients;
  • Provides BLS transport of patients for medical appointments and emergency treatment as indicated, to the appropriate medical facility;
  • Performs fire inspection duties in areas where hazards are expected to be encountered, independently;
  • Conducts fire prevention training to hospital staff which includes conducting fire drills, instructing employees in fire safety measures, and conducting Fire Prevention Week activities;
  • Performs duties as a member of a medical center's hazardous materials response team, responding to presence of potential releases of hazardous materials for the purpose of stopping or controlling the release using specialized chemical protective clothing and control equipment; and
  • Performs other duties as assigned.
Work Schedule: 24 Hour Shifts, Weekends and Holidays.
Designated Drug-Testing Position: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received.

To qualify for this position at the GS-7 grade level, applicants must meet the following minimum qualification:

You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-6) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Firefighter (Basic Life Support). Such duties may include: providing advanced or detailed pre-hospital patient assessments by conducting systematic physical examinations to determine patient's condition and treatment; controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; rescue operations; detection, reduction, or elimination of potential fire hazards; operation of fire communications equipment; controlling hazardous materials incidents and/or developing, implementing, or providing training in fire protection and prevention. NOTE: Experience must be fully documented on your resume and must include job title; duties; month and year start/end dates AND hours worked per week. -AND-

In addition to the qualifications above, applicants must also meet the following requirements:

English Language Proficiency:
In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position.

Maximum Age Requirement: This position requires a maximum entry age for an initial appointment; applicants cannot have reached their 37th birthday by the date of appointment. Applicants who have passed the designated entry age limit, but who have previously served as a federal employee in a covered position, may be eligible to re-enter the fire service provided that they: (1) meet all applicable qualifications for the position and (2) will be able to complete a total of 20 years of covered and creditable Federal fire service by the time the firefighter reaches the age of 57.

Motor Vehicle Operator/Driver: For those positions requiring employees to drive motorized firefighting equipment, candidates must possess and maintain a valid State motor vehicle operator's license of the appropriate classification or kind. Applicants also may be required to pass a practical road test and provide information on their driving record.

Performance Test: Agencies may require candidates to demonstrate satisfactory performance of the minimum physical abilities necessary to perform safely and efficiently the essential tasks of a particular position. The abilities may be demonstrated through prior satisfactory performance in the same or a similar position, or agencies may choose to use a task demonstration. A task demonstration must be directly related to the essential job tasks, and thus, must consist of a sample of operations or steps that reflect a reasonably faithful representation of those selected job tasks. Any demonstration required must be uniformly applied to all similarly qualified candidates; the level of proficiency required cannot exceed that which is required in actual job performance; and reasonable accommodation must be provided where necessary.

Medical Requirement: All applicants for positions that have duties of an arduous or hazardous nature must meet and maintain specific medical standards. Since individual positions may not include all such duties, a physical condition or impairment may be disqualifying for employment only if there is a direct relationship between the condition and the nature of the duties of the specific position to be filled. Employees in positions involving firefighting duties or other duties involving arduous physical exertion may be subject to periodic (e.g., annual) medical examinations following appointment to determine fitness for continued performance of the duties of the position.

Generally the work requires recurrent bending, lifting, stooping, stretching, and positioning patients. This frequently occurs under adverse conditions or in confined surroundings. Work may involve adverse weather conditions and long periods of time under stress. The person in this position my be required to lift up to 50-100 pounds and may include heavy physical exertion, extreme heat, and smoke/dust in enclosed smoke filled places. On a regular and recurring basis, the person in this position is exposed to infection and contagious diseases, is required to work in all types of weather conditions, and faces risks and discomforts at the scene of the accidents, to include possibility of noxious fumes and dangerous substances, requiring to comply with special safety and health precautions and/or to use protective gear. There is also exposure to dangers of high voltage from electrical equipment. As a member of the rescue crew, the Firefighter may be involved with the duty of rescue from hazardous permit required confined spaces, fast moving water, high angle above ground rope rescues, rescue from hazardous material spills, below grade rescued, as well as rescue from fire.IMPORTANT: Please ensure your resume include up-to-date contact information (phone number(s), email address(s), etc.)
