Job Description
Health System Specialist

The Health System Specialist will be assigned to the Office of the Chief of Staff at the G.V. (Sonny) Montgomery Veterans Healthcare System. The Health System Specialist has the responsibility to carry out various assignments of a comprehensive nature designed to assist the Office of the Chief of Staff and top management in directing and evaluating the effectiveness of the Credentialing and Privileging program and numerous other programs and activities. The Health System Specialist also performs duties such as:

-Develops methodology to assess the functions of the Credentialing and Privileging program and assists management in problem identification and process improvements of the program.

-Providing, as directed, reports, studies, and recommendations to the boards and committees for action.

-Integrally involved in reviewing, assessing, and developing ways to improve performance on various Medical Center performance measures.

-Advises and assists management responsible for planning, organization, development, direction, and evaluation of Credentialing and Privileging program in addition to other administrative programs.

-Develops operational protocols, procedures, and methods for assessing and evaluating the effectiveness of operating program in meeting goals and objectives, utilizing as appropriate, audits, inspections, or management or internal control reviews.

-Provides comprehensive resource cost analysis and cost effectiveness studies to evaluate and, as appropriate, support decisions involving organizational funds.

-Serves as the liaison to the Chief of Staff for any patient flow related initiatives.

-Displays knowledge of Advanced Clinical Access (ACA) and be familiar with the facility and VISN ACA plans and objectives.

-Has the responsibility for the development of comprehensive business plans to improve the operation and cost effectiveness of Medical Center programs which involve and impact a number of clinical and administrative services.

-Formulates and participates in the development of management policies, programs, and operations, reviewing, and coordinating actions to ensure compliance with policy and timeliness of results.

Work Schedule: 8:00 am to 4:30 pm

Specialized Experience:


"Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:Progressively responsible analytical, administrative, or clinical management experience in the health care field. This work may have been performed in an operating health care facility or a higher echelon organizational with advisory or directional authority. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: mission, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups.

There is no educational substitution for the GS-12 level.

Competency 1- Develop operational protocols, procedures, and methods for assessing and evaluating the credentialing and privileging program.

Competency 2- Resolve audit / inspection activity issues.

Competency 3- Carry out various assignments of an comprehensive nature.

Competency 4-Advanced knowledge and application of the use of a personal computer and computer systems.

Competency 5-Knowledge of wide range of administrative laws, policies, regulations and precedents.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience

Physical Requirements: Work is Primarily sedentary, although some slight physical effort may be required in accordance with HRML No. 05-12-02, Employment of People with Disabilities, Including Under Schedule A, 5 CFR 213.3102(u).

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-12 position you must have served 52 weeks at the GS-11 level.
