Job Description
Supervisory Health System Specialist

The Supervisory Health System Specialist (HSS) is located in the office of the Medical Care Line Executive at the Michael E. DeBakeyVeterans affairs Medical Center. The HSS serves the Medical Care Line (MCL) as the coordinator, advisor, analyst, and planner for the delivery of the health care services within the MCL. The HSS has the principle responsibility to assist the Care Line Executives by fulfilling administrative duties. This allows the Care Line Executives to devote time to the clinical and academic aspects of this active affiliated Medical Center. Incumbent assists in the design, implementation, modification, and maintenance of quality management and risk management programs. Incumbent applies specialized knowledge of health care management to the planning, organization, and evaluation of the delivery of services.

Principle duties and responsibilities include:

Analyzes problems that are unique to the VA System with its broad program missions, complex administrative management problems, rapid fluctuation in various program priorities and requirements, and the many conflicts between program requirements and available resources; maintain and improve systems of delivering health care by developing better programs and policies, improving utilization of resources, designing and overseeing needed changes and being a catalyst for the many programs in the Medical Care Line. Provides administrative supervision for office staff; assigns, directs and reviews work of subordinate staff and assures work is complete and accurate; evaluates and develops performance standards; translates policies, theories, and strategies into action within the complex interrelationships that exist related to MCL operations; advises staff on all matters pertinent to the office; orients new employees; makes inquiry into patient complaints, initiates action and reports on corrective measures taken; coordinates and analyzes internal review activities to ensure that functions are in compliance with VACO directives and standards; conducts special analytical studies to resolve critical programmatic, organizational, or functional problems by applying important communication, motivational, and leadership skills with respect to advising, instructing, and consulting with program elements; exercises fiscal management responsibility in preparing and developing the budgets for the various Fund Control Points; gathers and analyzes budget needs and supervises all phases of budgeting; administering equipment inventory listings; assures recruitment and retention are maintained within approved ceilings; responsible for personnel administration including knowledge of personnel operations including position classification, physician recruitment and credentialing and privileging files, grievance procedures, performance standards, and disciplinary actions; other duties as assigned.

WORK SCHEDULE: Monday - Friday: 8:00 am - 4:30 pm or 7:30 am - 4:00 pm

Specialized Experience:


GS-12 SPECIALIZED EXPERIENCE: Requires one year of specialized experience equivalent to the GS-11 grade level in the Federal service that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. In addition to the above defined specialized experience, must possess experience establishing project plans, timelines, milestones andmeasurement systems to track objectives, tasks, budget, personnel, and project plansandimprovement initiatives andtraining forhealthcare improvement initiatives.

Substitution of education for experience is not creditable for the GS-12 grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Knowledge, Skills and Abilities

MCL Supervisory Health System Specialist, GS-12

1. Ability to provide administrative leadership in a clinical work setting in order to move complex processes and diverse people toward desired outcomes.

2. Ability to conduct studies and utilize data to make management decisions regarding a wide range of health care processes.

3. Ability to establish and create workflow methods and procedures, determine work to be accomplished and set priorities.

4. Knowledge of and ability to accomplish processes of resource management in order to acquire and deploy resources (personnel, budget, equipment, supplies, etc.) needed to achieve operating goals.

5. Ability to communicate effectively, both orally (educating, motivating, persuading, etc.) and in writing (correspondence, policies, studies, reports, etc.) with individuals of diverse backgrounds and varying levels or understanding regarding information being presented.

Physical Requirements: The position is primarily sedentary; however, customary demands involve walking, bending, standing and lifting. There is a certain mobility factor by physically visiting areas for observation or problem solving on-site locations. The majority of the work is performed in an office setting, requiring standing, ambulation and bending. The employee must be able to deal with emergency situations and function calmly under stress in public and private settings. Extensive local and national travel is required

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-12 position you must have served 52 weeks at the GS-11 level.

Seasonal Influenza Program

Participation in the seasonal influenza program is a condition of employment and a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). HCP are individuals who, during the influenza season, work in VHA locations where patients receive care or who come into contact with VA patients as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased facilities. HCP include all VA licensed and unlicensed, clinical and administrative, paid and unpaid, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, students, researchers, volunteers, and trainees who work at these facilities
