Job Description
Program Support Assistant

The incumbent serves as a program support assistant for Clinical Support Services at the Robert J. Dole VAMC and is delegated full scope of authority and responsibility for coordination of CSS education and training programs, quality improvement activities, VISN reports, and administrative support. The incumbent works with the formulation of information so that it can be clearly presented in reports for usage within the service, the Medical Center, and VISN. The incumbent performs various support activities that encompass the diverse service areas by formulating, managing, and executing assigned administrative tasks. Duties include but are not limited to:

  • Act as a resource person on issues related to computer reports, retrieving information, and preparing documents for the facility as well as the VISN.
  • Establishes reporting requirements and assumes follow-up responsibility for special projects and reports.
  • Downloads data from VISTA.
  • Gathers data and prepares all required reports by determining what is required from VA regulations and local policy memoranda.
  • Assist in the dissemination, implementation, and evaluation of all VHA, VISN, and JCAHO requirement. Serves as the primary resource for information.
  • Responsible for assisting in the planning, formulation, and execution of the budgetary process. Manages daily fiscal activities as appropriate, including assigned control points. Communicates as appropriate with fiscal service.
  • Develop and maintain data systems to track performance.
  • Assist the director and administrative officer to identify problems related to the director's performance standards, quality improvement, infection control, and recruitment and retention issues affecting the service line.
  • Develops effective control mechanisms, implements procedures, and provides timely reports of assigned tasks, and keeps workload projects and programs up to date, manageable, and effective.
  • Assists with the development of short and long range plans. Works with various areas in the planning and implementation of management reviews.
  • Creates necessary templates and forms for use within the service.
  • Responsible for coordination of quality improvement activities. Organizes and maintains the required documents, which monitor, measure, and evaluate the actual quality of service provided. Formalizes finding in regularly scheduled written reports. Maintains timeliness of all quality improvement reports.
  • Maintains information and prepares various recurring and special reports. Gathers information necessary for management briefing, and assists other team members with specific projects as needed. Develops and maintains a system to assure prompt preparation and submission of all required reports and requested analysis.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Organizing and maintaining various office documents, creating and maintaining reports, information gathering for management briefings, performing office duties using software applications, providing direct administrative, technical and clerical support. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you mut have one full year of graduate education that is directly related to the work of this position. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Graduate level.

You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.Physical Requirements: The work requires the ability to move around the office. There may be some walking, standing, bending, and carrying of light items. No special physical demands are required to perform the work. Visual acuity and manual dexterity are required. Keen hearing and distinct speech are required because of the extensive use of the telephone as a means of communication.
