Job Description
Health System Specialist (System Redesign)

The primary purpose of this position is to serve as the Systems Redesign Specialist for the Tibor Rubin VA Medical Center providing oversight and leadership for the implementation, spread, and maintenance of Systems Redesign processes, techniques, and activities across the Medical Center. Major duties include, but are not limited to:

  • Perform ongoing data collection and analysis pertinent to System Redesign team activities for analyzing and measuring the effectiveness, efficiency and productivity of administrative and technical programs, along with knowledge of the mission, organization,and work process of programs throughout the Medical Center.
  • Collaborate in a team-oriented, customer-driven, professional environment to develop new models of care that emphasize prevention, improve access and coordination of care; educate and empower patients and their families.

Work Schedule: Monday - Friday 8:00am -4:30pm

This medical center operates 24 hours, seven days per week and you may be required to work days, evenings, nights, holidays, and/or weekends to include modification in shifts and/or tours of duty, to meet medical center and patient care needs.

To qualify for this position at the GS-09 level, you must meet at least one of the following requirements:
A.Have at least one full year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experiencein quantitative and statistical methods, project management and must possessSystem Redesign skills and training.

OR
B.Successful completion of a Master's degree, or two full years (36 semester hours or equivalent) of progressively higher level graduate education leading to such a degree, or possess a LL.B. or J.D., if related, from an accredited college or university in a field that provided the knowledge, skills and abilities necessary to perform the work.

OR
C.A combination of specialized experience and graduate education as described in "A" and "B" above. If your education is currently described in quarter hours, convert them to semester hours by multiplying by 2/3rds. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours or equivalent. Then take number the number of months experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify.

To qualify for this position at the GS-11 level, you must meet at least one of the following requirements:
A.Have at least one full year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience involvedthe management of System Redesign, Inpatient flow improvement, Business/Administrative process and Management processes, applying analytical methods, techniques and evaluation criteria and measuring the effectiveness of performance improvement programs.

OR
B.Successful completion of a Ph.D. or equivalent doctoral degree, or three full years (54 semester hours or equivalent) of progressively higher level graduate education leading to such a degree, or possess a LL.M., if related, from an accredited college or university in a field that provided the knowledge, skills and abilities necessary to perform the work.

OR
C.A combination of specialized experience and graduate education as described in "A" and "B" above. Convert quarter hours to semester hours by multiplying by 2/3rds. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then take number the number of months of qualifying specialized experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify.

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements for positions at the GS-07 grade level and higher.
