Physician (Psychiatrist )

DUTIES:

A. The VISN MHL has the overall responsibility for implementing, planning, organizing, directing, coordinating, reviewing, evaluating, and improving the delivery of mental health services within the VISN to include, but not limited to, the following:

  • Develops, implements, and leads team management groups to effectively accomplish goals, focus on customer needs, assure and maintain quality, and accomplish mission and vision.
  • Monitors and evaluates VISN compliance with the components set forth in Uniform Mental Health Services in VA Medical Centers and Clinics Handbook as well as all other related VHA directives, handbooks, manual, memorandums, policies, program guides, and information letters. Develops, obtains appropriate approval, and implements plans to address gaps when they exist.
  • Lead the VISN mental health business direction through strategic planning, program implantation, customer focus, and team based management.
  • Efficient operation of VISN Mental Health services through cost effective systems, productivity, efficiency, and new programs and procedures.
  • Provides support/consultation regarding a full range of behavioral health services, including assessment and using the most appropriate clinical techniques in providing quality care.
  • Coordinates systematic efforts to meet performance standards in mental health for the VISN.
  • Conducts evaluations of specific features of VISN mental health care as needed.
  • Presents recommendations to the Executive Leadership Committee regarding changes needed in mental health care across the VISN.
  • Develops and expands the VISN Mental Health program's capacities, responsiveness, and image within the VISN and community.
  • Maintains clinical expertise and specific discipline requirements for licensure and practice in psychiatry as well as having a working knowledge of licensure requirements and qualification standards of all mental health professionals.
  • Performs site visits to VISN facilities that provide mental health services when necessary to monitor and/or investigate compliance with regulations and requirements and when requested by the facility or VISN management and provides written reports of such visits to facility and VISN Leadership in a timely manner.
  • Provides concise and timely reports to VISN Leadership.
  • Works in a manner that supports efficiency and fiscal responsibility.

B. Communicates regularly with the following individuals/groups to discuss ongoing issues impacting the quality of mental

health care provided at each VISN facility:

  • Facility Leadership
  • Facility Mental Health Leadership
  • VISN CMO
  • VISN QMO
  • Office of Mental Health Operations

C. Provides reports upon request to the VISN Director, CMO and the Office of Mental Health Operations through appropriate lines of authority

D. Upon request, works collaboratively with the Office of Mental Health Operations in formulating solutions to issues presented by the VHA leadership or governmental agencies with appropriate authorization.

E. Physical requirements:

  • Must be able to stand and walk for long periods of time.
  • Must be able to lift to 25 pounds.
  • Must be able to travel by automobile or airplane and to drive a vehicle without assistance.
  • Must have the manual dexterity and visual acuity to be able to operate a standard computer keyboard and/or a handheld device such as a blackberry or iPhone.
  • Must be physically able to speak publicly to large gatherings.
  • Must be able to hear well enough to participate in conference calls.

NOTE : PROVIDED FUNDING IS AVAILABLE, EXTERNAL CANDIDATES MAY BE ELIGIBLE FOR EDUCATION DEBT REDUCTION PROGRAM (EDRP). EDRP CANDIDATES MUST SUBMIT A COMPLETE AND ACCURATE EDRP APPLICATION AND SUPPORTING LOAN DOCUMENTATION WITHIN FOUR (4) MONTHS OF THEIR ENTRANCE ON DUTY (EOD) DATE.

BASIC EDUCATION REQUIREMENT: Candidates must have a doctoral degree of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Secretary of Veterans Affairs for the year in which the course of study was completed. Approved schools include:

(a) Schools of medicine holding regular institutional membership in the Association of American Medical Colleges for the year in which the degree was granted.

(b) Schools of osteopathic medicine approved by the American Osteopathic Association for the year in which the degree was granted.

(c) Schools (including foreign schools) accepted by the licensing body of a State, Territory or Commonwealth (i.e., Puerto Rico), or in the District of Columbia as qualifying for full or unrestricted licensure.

The VISN Mental Health Lead (MHL) is a Network level program manager who coordinates and plans for mental health care throughout the VISN. This individual is selected by and reports to the VISN Chief Medical Officer (CMO). The qualifications and responsibilities for the VISN MHL are listed below:

1. QUALIFICATIONS

* Incumbent must be a licensed psychiatrist with a current, active, and unrestricted license to practice in at least 1 state, territory, district, commonwealth, or possession of the United States.

* Knowledge of state of the art, evidenced based practice of mental health treatments and organized treatment programs including the familiarity with all the disciplines that provide mental health treatment services.

* Knowledge of analytical techniques to evaluate workload, fiscal, and performance measures data and other reports

* Strategic and tactical skills required to lead, communicate, and motivate a large group of managers, supervisors, and employees at diverse medical centers.

* Ability to lead, communicate, and cooperate in a team based management group

* Ability to create a strategic mental health plan and vision

* Knowledge of customer needs, technical and operations capabilities and public relation skills.

* Ability to plan, draft, evaluate, and implement a measurable business plan.

* A commitment to promote efficient, high quality mental health care, support research and educational activities, and enhance communication between the field, VISN office and VACO.

* Capability to evaluate and facilitate quality improvement processes in mental health programs, including knowledge of performance measures/monitors, and internal and external accrediting/review bodies.

* Willingness to perform site visits of mental health programs within the VISN on a routine and as needed basis.

* Ability to work collaboratively and effectively with the VHA Office of Mental Health Services (OMHS)

* Working knowledge and ability to utilize processes for rational ethical decision-making when conflicts occur between standards, goals, and resource availability.

* Ability to coach and mentor mental health leadership

* Ability to teach and apply process and quality improvement strategies.

MUST BE BOARD CERTIFIED/ELIGIBLE

LICENSURE AND REGISTRATION: Current, full and unrestricted license to practice medicine or surgery in a State, Territory or Commonwealth of the United States, or in the District of Columbia. The physician must maintain current registration in the State of licensure if this is a requirement for continuing active, current licensure. [Physicians appointed to direct patient care positions must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d).]
