Job Description
Social Worker

The VISN MHL has the overall responsibility for implementing, planning, organizing, directing, coordinating, reviewing, evaluating, and improving the operations of mental health services within the VISN to include, but not limited to, the following:

* Develops, implements, and leads team management groups to effectively accomplish goals, focus on customer needs, assure and maintain quality, and accomplish mission and vision; Leads the VISN mental health business direction through strategic planning g, program implantation, customer focus, and team based- management; Uses processes for rational ethical decision-making when conflicts occur between standards, goals, and resource availability. (25%)

* Monitors and evaluates VISN compliance with the components set forth in Uniform Mental Health Services in VA Medical Centers and Clinics Handbook as well as all other related VHA directives, handbooks, manuals, memorandums, policies, program guides, and information letters; Develops, obtains appropriate approval, and implements plans to address gaps when they exist; Advocates for the use of state of the art, evidenced based practice of mental health treatments and organized treatment programs including the familiarity with all of the disciplines that provide mental health treatment services. (25%)

* Efficient operation of VISN Mental Health services through cost effective systems, productivity, efficiency, and new programs and procedures; Conducts evaluations of specific features of VISN mental health care as needed; Develops and expands the VISN Mental Health program's capacities, responsiveness, and image within the VISN and community; Supports research and educational activities, and enhances communication between the field, VISN office and VACO. (25%)

* Maintains clinical expertise and specific discipline requirements for licensure and practice in his/her clinical discipline as well as having a working knowledge of licensure requirements and qualification standards of all mental health professionals; Provides support/consultation regarding a full range of behavioral health services, including assessment and using the most appropriate clinical techniques in providing quality care; Coordinates efforts to meet performance standards in mental health for the VISN; Develops and recommends new or revised policies that are consistent with organizational goals and objectives. (15%)

* Performs site visits to VISN facilities that provide mental health services when necessary to monitor and/or investigate compliance with regulations and requirements and when requested by the facility or VISN management; Presents recommendations to the Executive Leadership Board regarding changes needed in mental health care across the VISN. (10%)

Meets the needs of customers while supporting VA missions. Consistently communicates and treats customers (veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner and requires the same behavior of others. Provides the customer with consistent information according to established policies and procedures. Handles conflict and problems in dealing with the customer constructively and appropriately.

Protects printed and electronic files containing sensitive data in accordance with the provisions of the Privacy Act of 1974 and other applicable laws, Federal regulations, VA statutes and policy, and VHA policy.

Meets the needs of customers while supporting VA missions. Consistently communicates and treats customers (veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner and requires the same behavior of others. Provides the customer with consistent information according to established policies and procedures. Handles conflict and problems in dealing with the customer constructively and appropriately.

Age-specific care, as identified in the Age-Specific Competencies (see Age-Specific Competencies Checklist), including knowledge of changes associated with aging and principles of growth and development relevant to the adult and geriatric age groups; ability to assess and interpret data about the patient's status; and ability to identify age- specific needs and provide the appropriate care based upon the age-related factors noted.

Follows Life Safety Management (fire protection) procedures. Reports safety hazards, accidents and injuries. Reviews hazardous materials/Material Safety Data Sheets (MSDS)/waste management. Follows Emergency Preparedness plan. Follows security policies/procedures. Complies with federal, state and local environmental and other requirements preventing pollution, minimizing waste, and conserving cultural and natural resources.

Work Schedule: Full Time Monday - Friday 8 am - 4:30 pm

Functional Statement Title/#:Social Worker

Basic Requirements:

  • Basic requirements include U.S. citizenship; a Master's degree in Social Work from a school of Social Work fully accredited by the Council on Social Work Education; License or certification by a state to independently practice Social Work at the master's degree level; English language proficiency; and meets all other requirements of VA Handbook 5005, Part II, Appendix G39. Additionally, the incumbent must be licensed or certified at the advanced practice level.

Creditable Experience:

  • Knowledge of Current Professional Social Work Practices. To be creditable, the experience must have required the use of knowledge, skills, abilities, and other characteristics associated with current professional social work practice. The experience or education must be post MSW degree. Experience and education satisfying this requirement must be active professional practice, which is paid/no-paid employment as a professional social worker, as defined by the appropriate state licensing board.
  • Quality of Experience. Experience is only creditable if it is obtained following graduation with a master's degree in social work and if it includes work as a professional social worker directly related to the position to be filled. Qualifying experience must also be at a level comparable to social work experience at the next lower grade level.
  • Advanced Practice Level. Advanced Practice Level is defined as the ability to provide independent and expert clinical psychosocial and case management services in a specialized area of practice to veterans who tend to have serious and severe crises, may lack any familiar and community support, may be poor self-monitors, may frequently fail to comply with instructions and treatment, or may have major deficits in coping skills and require continuing professional psychological support. The advanced practice or Senior Social Worker has an increased depth and breadth of practice skills; has expertise in participating in the professional development of colleagues through mentorship and teaching; demonstrates leadership in developing and expanding professional intervention strategies; demonstrates leadership in defining and attending to professional practice issues; and has the ability to expand the conceptual knowledge of the profession. The advanced practice or Senior Social worker will make independent professional decisions and recommendation for agency action; the consequences to the veteran of these decisions and actions may be quite serious. Work involves intensive social work services requiring the exercise of mature professional judgment and the flexible use ofa wide range of complex social work practice skills not typically required in routine social work interventions. The advanced practice or senior social worker hasmastered a range of specialized interventions and provides consultationto colleagues, renders professional opinions based on experience and expertise, develops new models of psychosocial assessment or interventions andincorporates complex multiple causation in differential diagnosis and treatment. The advanced practice or Senior Social Worker utilizes outcome evaluations to further treatment and designs system changes based on empirical findings.
  • Differentiating FullPerformance Level from Advanced Practice Level. This is done based on th differences between independent practice, whichis required for all VHA social workers and advanced practice. A social worker practicing at the independent level has a generalized knowledge of practice, whereas the social worker practicing at theadvanced level has specialized knowledge of practice typically related to a particulardiagnosis or patient population. The advanced practice social worker can be further differentiated from the independent practice social worker by his/her ability to expand clinical knowledge in theprofession , provide consultation and guidance tocolleagues, role model effective social work practice skills, teach or provide orientation to less experienced social workers, develop innovations in practice interventions, and provide clinical supervision for social work licensure or certification. A social worker with advanced practice skills and personal qualifications that meet the standard for the Senior Social Worker will have passed an advanced generalist or clinical ASWB examination and be assigned to a position that requires use of the advanced practice skills in order to be considered for the senior social worker grade.


Grade Determinations:

In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.

GS-14 Social Worker Program Manager. At the GS-14 grade, Social Worker Program Managers are assigned to manage, direct and oversee a major specialty treatment program at a multi-division facility or at the VISN or VA Central Office level. Typical assignments at the facility level include serving as a care line manager or major section chief. Typical assignments at the VISN or VACO level include overseeing a VISN homeless program or care coordination program or a national program, such as the Fisher House Program. They have responsibility for staffing, work assignments, budget, clinical services provided and admission criteria for the program, day-to-day program operation, and all reporting requirements. Additionally, program managers at this grade generally have collateral assignments , determined by the needs of the local facility, the VISN and/or VACO.

Preferred Experience: Program Management experience at the facility or VISN level and/orHomeless experience at the facility or VISN level.

Experience, Education and Licensure. Individuals assigned as Social Worker Program Manager must be licensed or certified at the advanced practice level and must be able to provide supervision for subordinate staff to qualify for licensure. Their experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. They mayhave certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. In addition, the candidate must demonstrate the professional Knowledge, Skills and Abilities (KSAs) listed below.

1. In-depth knowledge of the program coordinated, and demonstrated knowledge and ability to write policies, procedures, and/or practice guidelines for the program.

2. Knowledge and skill in management/administration, which includes supervision, consultation, negotiation, and monitoring.

3. Ability to organize work, set priorities, meet multiple deadlines, and evaluate assigned program area(s).

4. Ability to provide training, orientation, consultation and guidance within clinical specialization of practice.

Physical Requirements:

Must be physically and mentally capable of performing clinical work as identified below:
  • Must be able to stand and walk for long periods of time.
  • Must be able to lift up to 25 pounds.
  • Must be able to travel by automobile or airplane and to drive a vehicle without assistance.
