Job Description
Staff Assistant

The incumbent of this position serves as the confidential Staff Assistant to the Under Secretary for Memorial Affairs, providing support to the USMA on a wide variety of matters. The incumbent ensures a smooth operation of the office, works cooperatively with the Under Secretary for Memorial Affairs, Principal Deputy Under Secretary for Memorial Affairs, Chief of Staff, Executive Assistant, and other senior officials of the National Cemetery Administration (NCA). The incumbent also coordinates and manages daily support activities to include maintaining and scheduling the calendar for the USMA and the CoS and ensuring appointments, travel and visits encompass all important contacts and issues within the area visited. Ensures NCA is represented at events where the Under Secretary cannot attend, but NCA should be visible. Works with other NCA staff members to ensure such coverage and keeps NCA executives apprised of any changes. Coordinates travel arrangement from inception to completions, maintains liaison with all points of contact, develops trip book and itineraries for the USMA and CoS. Keeps the USMA and CoS apprised of all management related matters, to include routine, pending, and hot issues and other items of interest within the Administration. Prepares, tracks, and manages all communications with the Office of the Secretary and requests for the VA Senior Leader presence at NCA events. Manages the Department's electronic document management system and digitalizes all documents and correspondence to be stored electronically.
Work schedule: Required to work Monday through Friday, 7:30 am to 4:00 pm. May include occasional weekends.

The full performance level of this position is GS-13. At the GS-12 level, you will perform similar duties but under closer supervision.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 01/02/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For the GS-13 level, you must have served 52 weeks at the GS-12 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience, as described below:

Examples of specialized experience would typically include, but are not limited to: experience in an analytical and administrative support role in planning, developing, and coordinating a wide variety of management and administrative activities; knowledge of laws or legislation, policies; and guidelines; skill in writing an communication.

You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
