Job Description
Dietitian (Clinical Nutrition Manager)

The Dietitian (Clinical Nutrition Manager) is the Manager of the Nutrition and Food Service for the VA Long Beach Healthcare System (VALBHS). The Dietitian is responsible for the provision of high quality food production, service, and effective medical nutrition therapy to the Veteran populations served. The Dietition has full technical, professional, and administrative responsibility for planning, developing, organizing, staffing, implementing, and evaluating functionally comprehensive nutrition program. The Dietitian supports hospital missions and coordinates departmental activities with other services in the healthcare system, ambulatory clinics, and the local communities.

Functions

* Establishes organizational structure and guidelines, performance standards, reporting requirements and defines lines of authority and supervisory controls necessary and essential in carrying out the mission of the NFS.

* Provides leadership and guidance to ensure that all diverse activities of the staff are closely coordinated in order to achieve an effective integration of the key elements of patient care, education, training, and research.

*Oversees the coordination of policies and procedures for nutrition care of Veterans in the continuum of care and in a multidisciplinary model. Assures that all policies and procedures are in compliance with VHA regulations, directives and handbooks, Academy of Nutrition and Dietetics laws, VISN guidelines, healthcare systems policies, Union Master agreement, US food code, TJC, OSHA, and OIG.

* Assures menu planning, subsistence purchases, production, and the delivery of safe, high quality, nutritionally adequate meals. Provide final approval of food standards and menu cycle.

* Facilitates development of Service priorities which address the goals and objectives VALBHS and the VISN. Coordinates Service activities to accomplish identified priorities and ensure c0ompliance with VHA Directives and policies and procedures at both healthcare centers to provide for customer satisfaction.

* Direct the technical, professional and administrative functions of the Service through the Assistant Chief and Sections Chief. This requires the coordination and integration of research, technological advances, and administrative changes within the Service.

* Provides leadership to all nutrition-related committees.

* Directs personnel management for the Service by making decisions on all personnel actions including selections, promotions, reassignments, retention, and recommendations for adverse actions. Reviews cases, documents, and takes disciplinary action for employees with poor performance records and those involved in Service disciplinary actions.

* Assigns work to subordinates based on priorities, capabilities of the employee, selective considerations of the difficulty and requirement of the assignment.

  • Delegates responsibility and authority to subordinate supervisors and holds them responsible for the performance of their sections. Guides subordinate supervisors on problem solving, decision making, delegation, change management, confrontation management, performance improvement management and labor-management relations

BASIC REQUIREMENTS:

  • Must have a bachelor's degree in dietetics, food, nutrition, food service management, institution management, or related science.
  • Must be registered or certified by a CDR. Advanced Level Pratice Dietitians must posses a minimum of one advanced practice credential to the area of practice, (e.g. Certified Nutrition Support Clinician (CNSC), Board Certified Specialist in Renal Nutrition (CSR), Board Certified Specialist in Gerontological Nutrition (CSG), Certified Diabetes Educator (CDE), or Board Certified Specialist in Oncology Nutrition (CSO).

Background Investigation: A background investigation is required and continued employment is contingent on completion of that process to determine suitability for federal employment.

English Language Proficiency: In accordance with 38 U.S.C. 7402(d), Noperson shall serve in direct patient care positions unless they are proficientin basic written and spoken English. You must be proficient in basic

Education:

The individual must have earned a bachelor's degree from the U.S. regionally accredited college or university or foreign equivalent and fulfilled each of the following criteria:

(a) Completed a didactic program in dietetics accredited by the Accreditation Council for Education in Nutrition and Dietetics (ACEND), formerly known as the Commission on Accreditation for Dietetic Education (CADE).

(b) Completed an ACEND accredited or approved supervised practice program. Supervised practice programs are post-baccalaureate degree programs that provide supervised practice experiences which meet the eligibility requirements and accreditation standards of ACEND, formally known as CADE. Completion of a coordinated program in dietetics fulfills the requirements of a supervised practice program. Time spent in a dietetic internship or supervised practice program does not qualify as creditable experience.

Registration/Certification:All applicants must be registered with the Commission on Dietetic Registration (CDR) the credentialing branch of the Academy of Nutrition and Dietetics formerly known as the American Dietetic Association (ADA). Advanced Level Practice Dietitians must possess a minimum of one advanced practice credential relevant to the area of practice, (e.g. Certified Nutrition Support Clinician (CNSC), Board Certified Specialist in Renal Nutrition (CSR), Board Certified Specialist in Gerontological Nutrition (CSG), Certified Diabetes Educator (CDE), or Board Certified Specialist in Oncology Nutrition (CSO).

Grade Requirements:

GS-13 Qualification: In addition to the basic requirements, applicants must have One (1) year of specialized experience equivalent to at least the next lower grade level (GS-12) in the normal line of progression for the occupation in the organization. Specializedexperience can be defined asmanaging and supervising all phases of a NFS operation. The ultimate responsibility for the practice and provision of NFS; Plans, develops, organizes, directs, manages, supervises, controls, implements, and evaluates programs for the service; ensures proper coordination between care delivered by NFS and the overall delivery of healthcare within the facility.

In additional to the specialized experience above, the individual must demonstrate the followingKnowledge, Skills,Abilities and Other characteristics (KSAOs) and demonstrate the potential to acquire the assignment-specific KSAs designated by an asterisk(*):

  1. Knowledge of, and skill in applying, the theories and practices of clinical nutrition and/or food service systems management sufficient to resolve complex, controversial, or precedent-setting matters.
  2. Demonstrated skill in making decisions on problems presented by subordinate supervisors, team leaders, or other personnel.
  3. Skill and ability to effectively communicate and advise senior management officials.
  4. Knowledge required to serve as a recognized expert on the theories and practices of clinical nutrition and/or food service systems management to provide authoritative advice and coordination of nutrition care programs and resolve complex, controversial, or precedent-setting matters.
  5. Ability to translate management goals and objectives into well0-coordinated and controlled work operations.
  6. Ability to assess qualifications and continuing education needs of staff and determine appropriate resources to meet those needs.
  7. *Ability to supervise/manage, plan, organize, delegate, direct, control, and review the activities of groups of subordinates.
