Job Description
SUPERVISORY PROSTHETIC REPRESENTATIVE

This position is located in the Prosthetic and Sensory Aids Service in Amarillo, Texas at the Amarillo VA Healthcare System.The Supervisory Prosthetic Representativehas full line authority and technical, professional and administrative responsibility for planning, developing, organizing, staffing, implementing, and evaluating a functionally comprehensive Prosthetic & Sensory Aids program. The Supervisory Prosthetic Representative administers and supervises the work of rendering prosthetic and sensory aids to disabled patients. Supports healthcare system mission and coordinates departmental activities with our services in the hospital, ambulatory clinics, homecare, and local community.

DUTIES:

The Supervisory Prosthetic Representative will administer, supervise and perform work concerned with rendering prosthetic and sensory aids services to disabled patients. Planning, developing, and directing a Prosthetic and Sensory Aid Program at the local level.

* Serves as an advisor to clinicians with regard to selection, prescription, and acquisition of prosthetic devices involving furnishing information concerning such matters as new developments in the field of prosthetics and sources of supply for such devices.

* Interpret prescriptions of clinicians, authorize the purchase, fabrication or repair of prosthetic devices, maintain a continuous liaison with manufacturers and dealers of prosthetic supplies, inspecting their facilities and services and participating in the award of prosthetic appliance contracts.

* Participates in investigative/research project studies by selecting patients as pilot wearers of newly developed prosthetic items, evaluating the usefulness of such items and compiling of data.

* Develops local organizational policies and procedures consistent with national and VISN policies and procedures.

* Develops Statement of Work for service contracts and establish long and short term program goals.

* Authorizing the purchase, fabrication or repair of prosthetic devices.

* Maintaining continuous liaison with manufacturers and dealers of prosthetic supplies, inspecting their facilities and services and participating in the award of prosthetic appliance contract.

* This work requires the application and interpretation of laws concerning benefits available to disabled patients and of the regulations, procedures and practices based thereon and a specialized knowledge of the medical and psychological problems directly related to the use of prosthetic devices as well as a specialized knowledge and understanding of the fabrication and satisfactory fitting of prosthetic devices.

* As a Supervisor, administers personnel management rules, regulations and procedures; plan, schedule, reviews work including projecting and forecasting; counsels employees and initiates disciplinary action, manage time and leave program, interview and select candidate, recommend promotion, special advancements for performance, special advancements for achievement and conducts performance appraisals.

* The Supervisory Prosthetic Representative reports directly to the Associate Director.

* Serves as a Contracting Officer Representative on local and VISN Prosthetics related contracts.

Work Schedule: Monday- Friday8:00 a.m. - 4:30 p.m.

QUALIFICATIONS REQUIRED:

U.S. citizenship.

BASIC REQUIREMENTS for GS-13 Experience: At least 1year of experience equivalentto the nextlower level, and must fully meet the KSA's at that level. In addition, the candidate must demonstrate the following KSA's and the potential to acquire the assignment specific KSA's designated byan asterisk (*).

*Knowledge of national initiatives and/or intra-agency workgroups or committees.

*Ability to implement national policies over multiple facilities.

Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. Employees at this level typically serve as a Supervisory Prosthetic Representative in a Service Chief position at a facility that has 2 or more specialty services such as those in paragraph 3a(4) or in a developmental capacity in Supervisory Prosthetic Representative positions with known promotion potential to a higher grade

OR

Education equivalent to a bachelor's degree from an accredited university or college.

OR

Combination of education and experience.

: SPECIALIZED EXPERIENCE:

c. Grandfathering Provision. The following is the standard grandfathering policy for all Title 38 Hybrid qualification standards. Some of these provisions may not apply to this occupation. Please carefully review the qualification standard to determine the specific education and/or licensure/certification/ registration requirements that apply to this occupation. All persons employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: Such employees in an occupation that does not require a licensure/certification/registration, may be reassigned, promoted, or demoted within the occupation. Such employees in an occupation that requires a licensure/certification/registration, may be reassigned, promoted up to and including the full performance (journey) level, or demoted within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions. Such employees in an occupation that requires a licensure/certification/registration only at higher grade levels must meet the licensure/certification/registration requirement before they can be promoted to those higher grade levels. Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. If an employee who was retained in an occupation listed in 38 U.S.C. 7401(3) under this provision leaves that occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Requirements: Prosthetic Representative must be able to lift 15-44 pounds, carry 15-44 pounds walk and stand for 4 hours and continually bending up to 1 hour.?,
