Job Description
Veterans Outreach Program Specialist (Birmingham VET CENTER)

Duties: This position is located at the Vet Center, ReadjustmentCounseling ServiceinBirmingham, AL.The selectee will serve as the principal outreach staff member for the Vet Center and to provide outreach services to all individuals eligible for Vet Center services including all combat theater veterans and their families, veterans sexually traumatized while on active duty, families of service members who die while on active duty, and any new cohorts of veterans who become eligible for Vet Center services as they transition from the combat zone to civilian life. He/She establishes outreach service provision with military installations, Reserve and National Guard facilities within a designated geographical area. He/She provides training and information to VA Staff, other federal agencies and community agencies regarding Vet Center services, and the combat/Global War on Terrorism (GWOT) experiences. He/She establishes outreach services, communicates client entitlements, and acts as the clinical liaison in recognizing and removing institutional barriers to the provision of optimum readjustment counseling to transitioning combat veterans and their families. He/She prepares and maintains client records/administrative records and reports in accordance with program guidelines and policies, implements legal and ethical standard of conduct, privacy, and confidentially.

Work Schedule:

The basic tour-of-duty is Monday-Friday 8AM-4:30PM, 40 hours per week.

In order to accomplish their duties Veterans Outreach Program Specialists frequently work non-traditional hours which include evening and weekends.

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

Time-in-Grade Restriction - Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. These applicants must have held the GS-05 grade or higher for a year in order to meet this requirement for the GS-7 level of this vacancy. They must have held the GS-7 grade level or higher for a year in order to meet this requirement for the GS-09 level of this vacancy. They must have held the GS-09 grade level or higher for a year in order to meet this requirement for the GS-11 level of this vacancy.The grade may have been in any occupation but must have been held in the Federal service.

GS-7: Applicants must have one or more years of specialized experience related to this position. This experience must have been equivalent to at least the GS-5 grade level in the Federal Service. Examples of specialized experience include but not limited todistribution of outreach material, assisting in planning outreach events , networking within the community.

GS-9:Applicants must have one or more years of specialized experience related to this position. This experience must have been equivalent to at least the GS-7 grade level in the Federal Service. Examples of specialized experience include but not limited tothe development and distribution of outreach material, planning outreach events , networking within the community, planning, preparing and giving presentations to active duty military and providing veterans or active duty military with other resources they could utilize OR

Applicants may substitute education for the required experience. Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. The education must have been obtained from an accreditedcollege or university for which high school graduation or the equivalent is the normal prerequisite. (UNOFFICIAL TRANSCRIPT REQUIRED)

Applicants may also combine education and experience to qualify at the GS-9 level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience include but not limited to implementing and planning outreach events, networking within the community, preparing and giving presentations to active duty military and providing veterans or active duty military with other resources they could utilize.Handle conflicts and problems in dealing with customers constructively and appropriately.Experience in working with other government agencies to include the VA in order to refer clients to appropriate agencies.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if directly related to the duties of this position, is qualifying for the GS-11 level. PHYSICAL REQUIREMENTS: Work is usually performed in an office setting. A High level of physical energy is required, as the selectee will be expected to meet the many people in many different locations in the course of a workday; However special Physical demands are involved in performing the work.
