Job Description
Management and Program Analyst (Director)

PD# 55030-0

- Plans, organizes, and oversees the manpower management activities of the Department. Formulates program goals, plans, policies, and procedures and work plans dealing with the development and operation of VA-wide management engineering, manpower requirements, and process improvement programs, functions and activities.

- Establishes metric and analysis systems to assess efficiency, effectiveness, and compliance with regulatory procedures.

- Serves as an authoritative source, subject matter expert, and senior advisor in Management Engineering (ME), Manpower, and Process Improvement (PI)/Continuous Process Improvement (CPI) for the Department.

- Develops concepts, architecture, and long-range plans concerning development of new missions, mission changes, and organizational and ME Enterprise force development necessary to keep pace with changing tasks, technology advancements, and mission requirements.

- Manages and oversees the implementation of manpower management related activities throughout the Department's Planning, Programming, Budgeting, and Execution (PPBE) phases. Oversees and supports all phases of the VA's strategic resource allocation process.

- Plans, develops, and carries out studies, which cut across organizational lines and often require input and assistance from other analysts and subject matter specialists in resource management, Veterans Benefit Administration (VBA), National Cemetery Administration (NCA), and Veterans Health Administration (VHA).

- Participates in providing both technical and administrative direction to subordinates. Gives advice, counseling, or instruction to employees on both work and administrative matters. Conducts interviews with potential employees. Hears and resolves employee complaints. Administers leave and ensures production and accuracy of requirements are met. Establishes individual performance plans and individual development plans (IDP). Develops job performance standards. Evaluates work performance and conduct performance appraisals in a timely manner. Counsels employees on career goals, and support the goals and objectives of supervised employees. Supervises, oversees, coordinates, and integrates a multitude of complex program elements of highly technical and scientific work comparable in difficulty to the GS-13 level or higher.

Time-in-grade: Applicants who are current Federal employees or who have held a GS grade anytime in the past 52 weeks must also meet time-in-grade requirements. For a GS-15 position you must have served 52 weeks at the GS-14 level.

Basic Requirements:

Selective Placement Factor: Applicants must haveserved as an authoritative source, subject matter expert, and/or senior advisor in Management Engineering (ME), Manpower, and Process Improvement (PI)/Continuous Process Improvement (CPI).

Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Managing or supervising employees to meet the needs of the organization and customer which includes; performance planning, assigning and reviewing work, providing advice and instruction on work and administrative matters, and conducting interviews for potential employees. Serving as principal/senior technical expert, analyst and advisor to high-level management and/or executive leadership on execution, support, funding and implementation of complex programs for the agency. Leading or overseeing the development of strategic and operational leadership plans designed to ensure budget, financial management, performance management, risk management, and asset enterprise management are consistent with national policy, law and regulation. Providing recommendations to management by providing knowledge and expertise in the areas of planning, programming, budgeting and program integration, interoperability, and oversight. The planning, developing and carrying out of studies by collaborating with other subject matter experts, inside and outside the organization, to provide analyses and evaluations of programs and projects in relation to the agency's mission. Making sound and timely decisions to support agency goals. Developing and monitoring short and long range strategies and plans to accomplish agency goals.

There is no educational substitution for the GS-15 level.

PHYSICAL REQUIREMENTS: The subject position is primarily of an administrative nature in an office setting, however where travel to work sites is required there may be light physical work required, such as walking over uneven surfaces, or assisting technical personnel in taking measurements or elevations. Government travel for training, meetings, or customer interactions will be required in this position.
