SAFETY AND OCCUPATIONAL HEALTH SPECIALIST

LOCATION: St. Albans, NY

NOTE: The TCF internship is a comprehensive two-year program designed to train candidates for positions within the Veterans Health Administration (VHA). The first year will be located at theVA New York Health Care System. The second year will be determined by the TCF intern and the accepting VA facility.This program provides the foundation for developing interns from entry level to full performance level. It includes planned training, rotational assignments, and on-the-job work experiences. Travel required 1-3 times per year. The successful candidate will need to relocate for a position. You will be required to sign a mobility statement before entering the TCF program. If relocation is necessary for permanent placement, VA pays for moving expenses. This position involves a multi-grade career ladder.

NOTE: The major duties listed below represent the full performance level of GS-9. At the GS-7grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.

The employee is designated as a New York Harbor Healthcare System (NYHHS) Occupational Health and Are/Safety Officer, with a primary duty station at the St Albans Campus and assignments designated as necessary throughout the NYHHS. Incumbent Is assigned to the Harbor Occupational Health and Are Safety Section of the Brooklyn Engineering Service. Incumbent conducts safety and fire protection surveys primarily at the St. Albans ECC, but will execute duties as detailed in this position description throughout the NYHHS as required; and recommends measures to eliminate or control hazardous practices and conditions which may cause mishaps; prepares supplemental written safety procedures for application by local personnel.

Performs periodic onsite surveys for assigned organizations; inspects construction projects to determine compliance with applicable occupational safety standards, I.e., Interim Llfe Safety, location of exits and stairs, floor load capacity, aisle space, adequacy of sprinkler systems, safety features on storage tanks containing flammable and volatile liquids and the adequacy of scaffolding erected to facilitate painting of buildings). The employee assists in development, implementation and documentation of Interim Life Safety Measures (ILSM) when the protection/safety Is affected by construction; advises supervisors and safety representatives of appropriate safety and occupational health measures to control or eliminate hazardous operating processes or environmental conditions; prepares and revises safety Instructions and guides that are relevant to current or planned contractor and medical center employees.

The employee is the delegated the authority to Investigate fires, motor vehicle collisions and other Incidents involving damage to or loss of government owned property or personal injury or death to employees and/or visitors, In accordance with VA Manual MP-3, Part Ill. This Includes obtaining statements from witnesses and photographs mishap scenes; records circumstances of mishap and extent of Injuries, estimates cost of property damage and prepares a final report of findings with recommendations to correct the unsafe acts or conditions which caused the personnel Injury or property damage.

GS-7: A bachelor's degree and superior academic achievement S.A.A. (S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. 1. Class standing--Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. 2. Grade-point average (G.P.A.)--Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. 3. Election to membership in a national scholastic honor society--Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below. These honor societies are listed in the Association of College Honor Societies: Booklet of Information (1992-95) and/or Baird's Manual of American College Fraternities (1991). Agencies considering eligibility based on any society not included in the following list must ensure that the honor society meets the minimum requirements of the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision. (UNOFFICIAL TRANSCRIPTS REQUIRED)-OR-

One full year of graduate level study or a master's or higher degree, e.g., LL.B., J.D., LL.M., Ph.D., etc. My field of study for at least one year of my postgraduate education was in one or a combination of the following fields: safety or occupational health fields (safety, occupational health, industrial hygiene). (UNOFFICAL TRANSCRIPTS REQUIRED)-OR-

One year of experience that included applying safety and occupational health laws, regulations, practices and procedures; analyzing processes to determine the existence of hazards; investigating mishaps; and correcting unsafe acts and conditions; investigating accidents and reviewing accident reports for specific causes and the nature of accidents to ensure proper coding; providing employees and safety representatives with information concerning accident hazards in the work setting; and conducting safety meetings with workers to give training in safe work methods.-OR-

A combination of the education and experience as described above - Less than the full amount ofeducation described above and less than the amount of specialized experience described above.

PHYSICAL REQUIREMENTS: The work involves frequent standing, walking, climbing, crouching, and stretching in the performance of inspection and survey duties, and occasional lifting of moderately heavy objects.
