Job Description
Maintenance Supervisor

This position is the Maintenance Supervisor in Engineering Service for The West Texas VA Health Care System at the George H. O'Brien, Jr. VA Medical Center, Big Spring, TX. The Maintenance Supervisor is the direct supervisor and has direct day-to-day line authority over all personnel within the Maintenance and Repair Section of Engineering Service. The Maintenance and Repair includes the following: Maintenance Mechanics, Pipefitters, Plumbers, Electricians, Carpenters, and Painters. The Maintenance Supevisor reviews workloads in all units under his supervision, taking into consideration priorities, materials, availability of manpower, funding and availability of tools, equipment, and space to determine when work orders should be accomplished. Establishes and adjusts long-range schedules, priorities and deadlines for a variety of regular and special work assignments.Formulates and issues written instructions and procedures and special instructions for non-routine or complex assignments or to clarify published guidelines. Establishes operating guidelines to implement procedures and methods in delivering services or completing maintenance projects to maintain joint commission accreditation and to maintain regulatory compliance in all areas of expertise. Work Schedule: Monday thru Friday, 8:00 am to 4:30 pm. May be required to work beyond normal duty hours.

Physical effort and work conditions:Incumbent must be able to climb stairways and ladders, lift heavy objects up to 50 lbs., crawl and stoop in close spaces. Position requires bending, kneeling, standing, and climbing ladders. Incumbent may incur the possibility of exposure to abnormal heat, noise, cold, burns, cuts, electical shock from circiot wiring, and toxic amounts of gas and handling or poisonous checmicals.

Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C (www.opm.gov/qualifications/x-118c). For this position, the job element method is used to match what you, the applicant, can do against what the work calls for. Your knowledge, skills and abilities will be compared to the knowledge, skills and abilities (called job elements) needed for success. Your qualifications will first be evaluated against the prescribed screen out element (WG-2 and higher only; screen-outs are not applicable to WG-1). Applicants who appear to meet the screen out element are considered for further rating; those who do not are rated ineligible and are eliminated from consideration. The potential eligibles are rated against the remainder of the job elements. While a specific length of training and experience is not required, your responses to the questionnaire must be supported by detailed descriptions of your experience on your resume.


SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the questions.You will be rated on the following Job Elements as part of the assessment questionnaire for this position:

1. Coordinates work with other services to eliminate inconvenient interruptions and equipment downtime, in accordance with Engineering Guidelines.

2. Read and interprete blueprints and technical specifications to assist in assigning work orders.

3. Ability to project cost that may include new equipment, new construction requirements, additional personnel, routine maintenance and repair funds, and routine operational funds.

4. Assist in planning for proper utilities and shall develop and review specifications for new equipment used in the medical center.

5. Perform spot-check work and preventive maintenance inspections in progress and through completed work order and preventive maintenance schedules to ensure compliance with electrical and safety codes, VA criteria, instructions. In addition, incumbent will spot-check for good workmanship and cleanup and removal of job residue from the site.
