Job Description
Acquisition Utilization Specialist

The West Texas VA Health Care System (WTVAHCS) is currently accepting applications for a full time permanent Acquisition Utilization Specialist assigned to Logistics Service, at the George H. O'Brien Jr. VA Medical Center in Big Spring, Texas. The incumbent serves as the Medical Center liaison and advisor on contract related services focusing on critical clinical and healthcare services, product acquisition and support services required by project managers, program managers, upper management and stakeholders on all aspects of procurement for a wide variety of items to include specialized services. Renders expert contract pre-award and post award expertise to all Administrative and Clinical Service lines within the VA Healthcare System (HCS) and supported catchment area. These duties include work associated with contract planning, implementation, oversight and close outs and may include Contracting Officer's Representative (COR) responsibilities. Establishes, expedites, and reviews consolidation of, all procurement packages, including unique, emergent, and complex requirements, to meet timely and technical needs of assigned acquisitions.

The incumbent is the subject matter expert in the acquisition process. Develops procedures, policies, and supporting artifacts to ensure procurement activities are consistent with Federal Acquisition Regulations (FAR), VA Acquisitions Regulations (VAAR) and other federal procurement laws and regulations. Coordinates with Network Contracting Activity (NCA) and VA HCS leadership, clinical service customers, Contracting Officers Representatives (CORs), logistics staff, and other stakeholders to develop and execute acquisition strategies. Develops sole source justifications in relation to cost, limited availability or unusual nature, when the health care resource need is either unique in the medical community, or is subject to maximum utilization only through health care resources contracting, and identifies other alternative sources that exist within the local, regional or national geographical areas. Work Schedule: Monday through Friday, 8:00am to 4:30pm.

Physical Requirements: Work is primarily sedentary in nature. Requires occasional travel to conduct inspections of contract facilities or motor vehicles providing contracts for healthcare resources to ensure joint commission and safety requirements are met.

Time-in-Grade Restriction - Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.The grade may have been in any occupation but must have been held in the Federal service. Time in grade requirements must be met by closing of this announcement.

Minimum Requirements for GS-11: Qualifying experience for the GS-11 level includes one (1) year of specialized experience equivalent to the GS-9 level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position as described above, and that is typically in or related to the position to be filled. To qualify specialized experience must have been obtained in a position that required acquisition and contracting knowledge.

Veteran's Preference: When applying for Federal jobs, eligible veterans should claim preference on the Occupational Questionnaire in the section provided and provide a legible copy of DD-214(s) showing all dates of service as well as character of service (honorable, general, etc.). In addition, knowledge required by the position is as follows:Knowledge of cost and price analysis techniques to compare proposals against previous historical data, actual expenditures and established rates to plan and conduct negotiations and to develop alternative methods of obtaining services; knowledge of pre-award and post-award contracting policies and procedures to conduct reviews of a full range of contracts and contracting plans for propriety of acquisition method, contract type and documentation; knowledge of the objectives of the various service lines within the medical center and the technical terminology and uses of services required in order to plan and administer contracts and otherwise manage programs that involve numerous contract and agreements in various stages of activity; knowledge of laws, statues, regulations, policies and procedures applicable to the acquisition of services and supplies for a healthcare environment; knowledge of business strategies and healthcare requirements to evaluate the performance of contract service providers; and knowledge of application of effective methods of dealing and communicating with top officials of Government agencies, industry and other institutions for purposes of reaching agreement on terms of obtaining/providing services and to assure fulfillment of these terms.
