Job Description
Program Analyst (VERA Coordinator)

The position is full time permanent located in the Informatics Service at the West Texas VA Health Care System, Big Spring, Texas. Incumbent will monitor the Veterans Equitable Resource Allocation (VERA) Program and is responsible for analytical studies resulting in the identification of information needed to manage critical aspects of field operations. This will require in-depth knowledge of VHA operations, national databases, analytical techniques, reports and the ability to analyze and synthesize data. Incumbent develops training, policies and processes used to best capture VERA opportunities for the facility. Incumbent serves as a technical advisor to facility management providing guidance, recommendations and monitoring the implementation, management and evaluation of VERA. Incumbent establishes a facility-wide management information system that ensures the capture of cost, workload and VERA data. Incumbent is required to provide statistics in multiple report formats and must be able to training facility staff regarding VERA and its processes. Incumbent develops databases that support benchmarking of data. Incumbent conducts special studies including, but not limited to, feasibility studies, cost/benefit analyses, FTEE/productivity analyses, case mix analyses, etc. This position requires in-depth knowledge of coding processes, procedures and regulations. Incumbent plans, develops and conducts formal and informal training programs. In addition to other duties as assigned.

Work Schedule: Typical work schedule is Monday through Friday, 8:00am to 4:30pm. However position may require work beyond this schedule and occasional travel.

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

Minimum Requirements for the GS-11: Candidates must have one full year of specialized experience at the GS-9 level. Specialized experience is experience gained that is related to the position to be filled and which has equipped the candidate with particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or closely related to the work of the position.
