Job Description
Supervisory Social Worker (Assistant Program Coordinator)

This position is a full-time advance practice licensed Supervisory Social Worker (Asst. Program Coordinator) for the HUD-VASH program in Community Engagement and Reintegration Service (CERS). The incumbent functions as the Lead Supervisor/Program Manager for GLA's HUD-VASH program. The incumbent supports the Program Coordinator in program oversight,monitoring and administration, serving as a primary contact for direct patient care to ensure that patient care is coordinated with VA Medical Centers, community health or mental providers and agencies that serve homeless populations.

Other duties include but are not limited to:

  • Assist in planning, establishing and implementing policies and procedures.
  • Assure the social work staff is aware of and adheres to all current directives of VHA, and meet current Joint Commission as well as Commission on Accreditation of Rehabilitation Facilities (CARF) standards, state licensure standards, and VA-OIG expectations.
  • Conduct ongoing intensive reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by governing bodies.
  • Implement standard operating procedures for the collection of program participant data in accordance with HOMES data collection.
  • Create and oversee collaboration with community partners and agencies who work with chronically homeless individuals requiring trans-disciplinary service delivery through a housing first modality.
  • Responsible for reviewing and monitoring quarterly workload and prepares periodic reports as required for this program.
  • Support the HUD-VASH Coordinator in developing and implementing performance improvement plans and valuating appropriate utilization of services in accordance with the strategic plans of the VA.
  • Administer information and analytical systems to evaluate and enhance the quality of service provided to patients.

Work Schedule: Monday-Friday, 8am-4:30pm

Basic Requirements:

  • U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education. You must possess a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to the CSWE website to verify if that social work degree meets the accreditation standards for a master of social work. (Permanent VHA employees employed in this occupation since 2/29/12 are considered to have met all qualification requirements for the title, series and grade level held, including positive education and licensure or certification that are part of the basic requirements of this occupation through the grandfathering provision.)
  • Licensure. You must be licensed or certified by a state to independently practice social work at the advanced practice level which included an ASWB advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced level (except for licenses issued in California, which administers its own clinical examination for advanced practice). May have certification or other post-masters training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship or equivalent supervised professional experience in a specialty.   • English Language Proficiency. Social Workers must be proficient in spoken and written English as required by VA Handbook 5005, Part II, Chapter 3, Section A, Paragraph 3j.

You will receive credit for all qualifying experience, including volunteer experience.


Grade Determinations: Supervisory Social Workers at the GS-13 grade level typically supervise a significant number of professional staff at the GS-12 grade, including advanced practice social workers and social worker program coordinators. They are responsible for the professional and administrative management of an area in a social work service, in a care line, or across multiple sites, e.g., multi-division facilities and CBOCs with a large number of supervisees at the GS-12 grade and below. They typically also provide direct clinical services.

Experience, Education and Licensure.

Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level and must be able to provide supervision for subordinate staff to qualify for licensure. Their experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. They may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. In addition, the candidate must demonstrate the professional KSAs below.

1.Ability to independently organize work, set priorities, and meet multiple deadlines.

2. Knowledge and skill in management/administration, which includes supervision, consultation, negotiation, and monitoring.

3. Ability to ensure provision of clinical social work services by supervised social workers.

4. Ability to provide administrative supervision and clinical supervision, including supervision for social work licensure.


Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
