Job Description
Financial Accounts Technician

The Financial Accounts Technician serves as an agent of the U.S. Department of Treasury at the Albany Stratton VA Medical Center in Albany, NY. This position is responsible for performing a broad range of cash receipt duties for patients and employees. This position is also responsible for performing voucher auditing/accounting, beneficiary travel support and employee travel support. Major duties and responsibilities include:

-Receive and examine complex payroll authorization documents for propriety, authentication, accuracy, and compliance with applicable regulations, policies, and precedents;
-Make disbursements to patients from patient's personal fund accounts and Veteran's personal funds accounts;
-Balance all cash and documents on a daily basis to verify cash advance received from U.S Department of Treasury;
-Maintain and reconcile daily ledger of checks, reimbursements and deposits to prepare monthly report for the Austin Financial Service Center;
-Prepare and reconcile daily collections to patient funds, General Post Fund, Canteen Service and debts due to the United States using correct appropriations per fiscal regulations;
-Report and resolve out of balances per VA regulation and guidelines;
-Audit Beneficiary Travel Vouchers to insure that the payment information is accurate and compliant with regulations and policies;
-Prepare special reports required for management control, payroll reconciliation, budget, or accounting purposes; and Answer Veterans' questions regarding issued beneficiary payments;
-Performs other duties as assigned.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/16/2017.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower GS-05 grade level in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of collections or other financial management regulations, practices, and procedures; assembling, reviewing, and maintaining financial management files; processing financial transactions; researching or investigating financial problems or errors; determining, gathering, and reconciling incomplete information; and compiling information to prepare a variety of reports. NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.Physical Requirements: Work is performed in an office setting that involves direct and constant contact with customers. Some risks are present, but office is protected with locking door, and panic button. Normal safety precautions are required.
