Job Description
Supervisory Medical Support Assistant

The Supervisory Medical Support Assistant (MSA)serves as a supervisor, technical expert, trainer and advisor to approximately 12-15 of the Medical Support Assistants (MSA) in Health Administration Service (HAS). Participates in the overall decision-making, policy development and resource planning for MSA's. Provides information, guidance, and initiates action as required. Serves as a resource to clinical staff regarding eligibility, policies and procedures. Acts as the administrative resource for personnel management actions. Frequently visits MSA areas to provide technical assistance, advice, training and general oversight. Maintains necessary controls and suspense files. Serves as the service level liaison between employees, supervisors and professional staff. Intervenes and resolves issues between Veterans and clerical or clinical support staff. Establishes tours of duty and approves/disapproves leave requests. Maintains timekeeping records and compiles information for statistical reports and budget outlook. Conducts staff meetings and provides information and feedback. Informs employees of VA policy and procedure changes that relate to their area of responsibilities and activities, solves problems and conflicts within the immediate work area and participates in meetings to resolve Labor and Employee Relations issues. In addition to supervisory duties, will serve as a MSA receiving and processing applicants for admission and outpatient treatment. Makes patient appointments and/or makes or assists in making the determination as to the patient's eligibility for benefits. Conducts quality assurance reviews, summarizes the results, and initiates corrective action to help expedite the processing of examinations. Performs other related duties as assigned.

Work Schedule: 8:00 am to 4:30 pm Monday through Friday

Basic Requirements:

  • U.S. citizenship: Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Experience/Education: Experience: Six months experience of clerical, office or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position. OR Education: One year above high school OR Experience/Education Combination: Equivalent combination of experience and education are qualifying for an entry level for which both education and experience are acceptable.?,
  • GS-8 Supervisory MSA Experience: One year of experience equivalent to the next lower grade level.
  • English Language Proficiency: Must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Grade Determinations:
Supervisory Medical Support Assistant, GS-0679-08:

Experience: One year of experience equivalent to the next lower grade level (GS-7).

Assignment. Supervisory MSAs at this level plan and direct programs at medical centers and/or satellite outpatient clinics and have full supervisory responsibility for supervising at least one subordinate team leader or supervisor.Assignments at this level include, but are not limited to: assigning and evaluating the work of subordinate staff; resolving complex problems to ensure patient services are met; evaluating new products,equipment,and systems in order to make recommendations for improved operations; identifying educational or training needs; making final decisions on selections; evaluating performance,and taking disciplinary action when necessary. The employee has full administrative and professional responsibility for planning and directing the MSA's activities. Responsible for extracting and analyzing data in order to provide reports in support of performance measures to senior management.For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.

Demonstrated Knowledge, Skills, and Abilities, Candidates must demonstrate the KSA's Below:

  • Ability to provide the full range of administrative and supervisory duties which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements.
  • Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with all healthcare professionals to ensure quality/continuity of care and ensure compliance with established policies and regulations.
  • Ability to provide briefings, orientations, staff development, and training.
  • Ability to manage fiscal matters, forecast resource and equipment needs,and identify budget needs.

Physical Requirements: The work is primarily sedentary although some slight physical effort may be required. However, there may be some walking; standing; bending; carrying of light items such as papers, books, or small parts.
