Job Description
Medical Records Technician (Cancer Registrar)

This position is located at the Samuel Stratton VA Medical Center in Albany, NY and supports the care and treatment given to patients with malignant conditions. If selected, you will be responsible for the professional and administrative management of a registry in a tertiary and complex medical center with research program and affiliation with a medical school.

In this capacity, you will coordinate all Tumor Registry activities associated with the cancer program at this Stratton VAMC. You will be responsible for coordinating Cancer Committee activities and providing advisory and technical service to administrative, medical, and ancillary professional staff as it relates to the integration of the Cancer Committee policy and procedures, the accreditation standards of the American College of Surgeons Commission on Cancer Program, the VA Oncology Program, the VACCR VA Cancer Central Cancer Registry, OncoTrax Program, the National Cancer Institute's SEER Program, and the American Joint Committee on Cancer. Your basic responsibilities will include:

  • Coding stages of disease using American Joint Commission on Cancer's staging requirements.
  • Analyzing consistency of coding of registry data, cancer diagnosis, histology, treatment (including surgical procedures, chemotherapy, immunotherapy, hormonal therapy, radiation therapy, hematologic procedures).
  • Analyzing data retrieved and providing the results to healthcare staff for Research, patient care, protocol studies and trends in cancer.
  • Submitting data daily to the VA Central Cancer Registry, quarterly to the New York State Cancer Registry as well as to the American College of Surgeon's National Cancer Data Base annually in accordance with VHA Handbook 1605.
  • Obtaining annual information on the current health and status of each patient in the registry until their death in compliance with the American College of Surgeons Commission on Cancer regulations.
  • Developing and Monitoring Quality Management, Improvement, Performance Projects and Special Studies to Enhance Cancer Patient Care and to meet requirements of the Commission on Cancer.
  • Coordinating Cancer Committee activities and providing advisory and technical service to administrative, medical, and ancillary professional staff.
Work Schedule: Monday through Friday, 8:00am to 4:30pm

Basic Requirements:
U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Experience and Education.
Experience. One year of experience that indicates knowledge of medical terminology and general understanding of the health record. Six months of the required one year of experience must have provided the knowledge, skills and abilities (KSAs) needed to perform MRT work.

Education. Two years above high school with a minimum of 12 semester hours directly related to MRT work (e.g., courses in medical terminology, anatomy & physiology, and introduction to health records).
-OR-
Experience/Education Combination. Equivalent combinations of experience and education are qualifying. The following educational/training substitutions are appropriate for combining education and experience:
  1. Six months of experience that indicates knowledge of medical terminology and general understanding of the health record and one year above high school with a minimum of 6 semester hours of health information technology courses.
  2. Successful completion of a course for medical technicians, hospital corpsmen, medical service specialists, or hospital training obtained in a training program given by the Armed Forces or the U.S. Maritime Service under close medical and professional supervision may be substituted on a month-for-month basis for up to six months of experience provided the training program included courses in anatomy, physiology, and medical record techniques and procedures. Also requires six additional six additional months of experience that indicates knowledge of medical terminology and general understanding of the health record.
Grade Requirements:
GS-8
Experience. One year of specialized experience equivalent to the next lower grade level (GS-07). Examples of specialized experience include: Serving in a developmental cancer registrar position by thoroughly searching the medical record to identify and abstract/code all information; Organizing and maintaining the cancer registry data system; Reviewing lifetime follow-up on patients including cancer status and vital status; Coordinating and attending multidisciplinary tumor boards to ensure that appropriate documentation is maintained; Abstract by collecting, summarizing and coding detailed demographic and clinical information.

Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate the following KSAs:
  1. In-depth knowledge of professional registry operations;
  2. Advanced knowledge of medical terminology, staging of cancer, and requirements of internal and external approving organizations;
  3. Knowledge of cancer committee processes and procedures in order to improve patient care and verify compliance with ACoS and/or facility standards;
  4. Ability to serve as a subject-matter-expert on cancer programs for the medical center; and
  5. Skill in utilizing electronic health records and cancer registry software.
Preferred Experience:
  • National Cancer Registrar's Association-Cancer Tumor Registrar Certification
Candidates in possession of the NCRA-CTR Certification will be given priority consideration over non-certified applicants.

However, there are occasions that do require walking, standing, climbing, reaching, bending, and carrying up to 15 pounds of manuals, files, and medical records from one area to another. Light lifting, under 15 pounds; light carrying, under 15 pounds; use of fingers; near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in one eye to 20/50 and to 20/100 in the other; ability to distinguish basic colors; hearing (aid permitted); mental and emotional stability.
