Job Description
Physical Therapist (PRC Program) - PART TIME

This position is only open to Current/Permanent employees of the Hunter Holmes McGuire VA Medical Center, its CBOC locations. Individual in this assignment typically works at Hunter Holmes McGuire VAMC, Richmond, VA at a Complexity Level 1A (High Complexity) medical center. The incumbent spends a majority of their time evaluating and treating primarily inpatients in the specialty area assigned which can include brain injury, spinal cord injury, left ventricular assist device recipients, amputees, stroke, post traumatic stress disorders, other neurologic and musculoskeletal diseases and disorders. Assignments at this level typically involve full participation in intramural and extramural research committees. Displays advanced clinical practice skills in the evaluation and treatment of physical therapy patients who present with highly complex and varied combinations of medical diagnoses using specialized evaluation tools, treatment procedures and unusual motivational skills.

Duties include but not limited to:

* Evaluates a wide variety of patients often with polytrauma, interpreting consults from primary care physicians and evaluating patient's level of function, e.g. balance, muscle strength, range of motion, etc. using complex evaluation procedures.

* Apply clinically appropriate assessment techniques and treatment interventions to address human pathophysiology and dysfunction in the polytrauma population.

* Utilizes evaluation data to implement a treatment plan in collaboration with the patient which includes both short and long term goals with timeframes of achievement.

* Continuous re-evaluation of patient's status with appropriate modification of

* treatment plan to better meet short and long-term goals.

* Evaluates patient's need for assistive devices and trains patients in their use; evaluates device and makes recommendations for adjustment.

* Documents in patient's medical record the results of the initial evaluation, the treatment plans, and changes in patient's status within department guidelines. Discharge summary includes a summary of progress, functional status at discharge, outcomes and recommendations.

* Plans and implements appropriate patient education program involving patient and family when feasible; documents education in chart.

* Attends interdisciplinary team meetings, advising team members of the patient's potential in relation to his functional ability.

* Evaluates patient's living environment through home visits, or consults with patient, patient's family and other health care professionals to assist patient with re-entry into the community.

* Screens new referrals and identifies patients who may benefit from physical therapy.

* Assists in research projects with primary service, where applicable.

* Maintain an effective quality assurance and utilization* review effort.

* Facilitate a cooperative working relationship between Physical Therapy, other PM&R departments and other services at the Medical Center.

* Displays knowledge of changes associated with aging and principles of growth and development relevant to the adult and geriatric groups; displays the ability to assess and interpret data about the patient's status; displays an ability to identify age-specific, developmental and cultural needs and provides the appropriate care and direction based upon these factors.

* Schedules outpatient clinic appointment using Veterans Health Information Systems and Technology Architecture (VistA) scheduling options. Uses established business rules to schedule appointments for veterans. This includes clinic visits, consultations and entries into the Electronic Wait List (EWL). Incumbent complies with the mandatory training requirements for the outpatient scheduling process.

Fair Labor Standards Act (FLSA) Status: Nonexempt

Supervisory Position: No

Work Schedule: Monday - Friday 12:30pm - 4:30pm or 12pm-4:30pm, subject to negotiation not to exceed 20 hours of work.Days/hours are subject to change based on program needs; occasionalhalf day Saturday work may be required.

Basic Requirements:

* Citizenship: Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

* Education: Graduate from a degree program in physical therapy from an approved college or university approved by the Commission on Accreditation in Physical Therapy Education (CAPTE)? The CAPTE is the only accreditation agency recognized by the United States Department of Education (USDE) and the Council for Higher Education Accreditation (CHEA) to accredit entry-level physical therapy programs. Verification of accredited programs may be obtained from the American Physical Therapy Association (APTA) Web site.

* Licensure: Possess a current, full, active, unrestricted license to practice physical therapy in a State, Territory or Commonwealth (i.e., Puerto Rico) of in the District of Columbia.

* English Language Proficiency: Must be proficient in spoken and written English as required by VA Handbook 5005, Part II, chapter3, Section A, paragraph 3j.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Grade Determinations:

GS-12

Education, Experience and Licensure:In addition to the basic requirements, completion of a minimum of 1 year of progressively complex experience equivalent to the next lower grade level. Generally, assignments at this grade level require the knowledge, skills, and competencies normally acquired through post-graduate residency or fellowship training programs.

Assignments. Typical assignments for GS-12 PTs are described below. Other assignments of equal complexity and responsibility may be approved on an individual basis where warranted.

Clinical Specialist. The individual is assigned responsibility for serving as the subject matter expert in a content specialty area and as a consultant to physical therapy and other medical center staff in evaluating and treating patients in the specialty area. Special clinical programs include, but are not limited to poly-trauma, orthopedics, geriatrics, neurology, traumatic brain injury, cardiopulmonary, stroke, electrophysiology, diabetes, wound care, arthritis, spinal cord injury, or amputee. Clinical

Specialists generally would be found in Complexity Level 1 (High Complexity) or Level 2 (Medium Complexity) facilities, or practice at a facility designated as a Polytrauma Support Clinic Team, Polytrauma Network Site, or Polytrauma Rehabilitation Center. Clinical specialists may also practice in facilities of lesser complexity levels where an applicable specialty area exists (i.e. - a facility where coordinated rehabilitation services are provided on a long term care unit may have the need for a Geriatric Clinical Specialist). In addition to completion of 1 year of progressively difficult experience comparable to the next lower grade level, PTs assigned to this position must fully demonstrate the following KSAOs:

a. Advanced knowledge and expert skill in a range of specialized interventions and treatment modalities used in a specialized treatment area of physical therapy. Such knowledge typically would be acquired through a minimum 2 years clinical experience in the specialty area, or a Board Certification in the specialty area, completion of a clinical residency or fellowship program, or by obtaining an advanced degree in a related field.

b. Ability to serve as a consultant for health care providers regarding the delivery of care within a specialized area of physical therapy.

c. Ability to teach and mentor medical center staff in a specialized area of physical therapy.

d. Ability to guide and evaluate the work of a multi-disciplinary team in a specialized area of physical therapy.

e. Advanced skill to perform and interpret specialized evaluative procedures and tests in evaluating the treatment outcomes in the assigned specialty area.
