Job Description
Vocational Rehabilitation Specialist

If you are a current, permanent employee of the Hunter Holmes McGuire VAMC or it's CBOC locations, please apply under VHA-652-18-2021533-BU. The Vocational Rehabilitation Specialist (Employment Specialist)position is located in the Mid-Atlantic Health Care Network (VISN 6), Veterans Health Administration (VHA), Veterans Affairs (VA) Medical Center, Richmond, Virginia and is organizationally aligned within Mental Health Service Line (MHSL). The primary purpose of the position is attaining and maintaining competitive employment for Veterans who are unemployed or needing assistance in identifying accommodations to maintain employment. These Veterans may also have severe and prolonged mental illnesses. The focus of the services is to promote optimal occupational functioning of within the community by utilizing appropriate counseling, job search, job development, and job placement interventions.

Duties:

* Conducts an interview to determine the nature and level of intervention that may be required to assist the Veteran in obtaining employment.

* Documents all vocational interventions, goals, objectives, and outcomes through the writing of an individualized employment plan and actively participates in the implementation of this employment plan.

* Meets with supervisor or participates in an appropriate supervisory arrangement, including telephone conferences, to receive clinical/administrative supervision and support in the implementation of employment specialist duties within the context of the clinical team.

* Provides both direct and indirect services including access to job listings, resume preparation, vocation counseling, negotiations with employers for reasonable accommodations, assistance with completion and submission of job applications, coordination of and transportation to job interviews, interview skills training, job development, and job placement.

* Pursues and maintains employer contacts based on the individual client's interest.

* Communicates strategies developed to the treatment team.

* Networks in the local community with businesses and employers that have job leads which are directly related to the interests and desires of the Veteran.

* Assists the Veteran in obtaining a referral to Compensated Work Therapy (CWT) or other appropriate program to assist the Veteran in finding employment and gain entry into vocational training programs.

Work Schedule: 8:00 a.m. to 4:30 p.m.

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

* Work that required obtaining and applying occupational information for people with disabilities, knowledge of the interrelationships of the involved professional and specialist services, and skill in employing the methodology and techniques of counseling to motivate and encourage individuals served by the program.

* Experience that demonstrated knowledge of the vocational rehabilitation problems characteristic of the disabled, including familiarity with available resources and skill in identifying, evaluating, and making effective use of such resources to serve individuals with disabilities, or of the disadvantaged, including knowledge of adjustment problems of the educationally or culturally disadvantaged, familiarity with available adult education and training resources, and ability to recognize problem areas needing special attention.

* Experience in vocational guidance or teaching in a recognized vocational rehabilitation program or school, developmental or supervisory work in programs of vocational rehabilitation or training programs for the disadvantaged, or personnel or employment placement work that provided extensive knowledge of the training and adjustment requirements necessary to place persons having disabilities or social adjustment problems. OR,

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a PH.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., a major study in vocational development. vocational rehabilitation, vocational or educational counseling, or other field directly related to vocational rehabilitation. (TRANSCRIPTS REQUIRED). OR,

Combination: Applicants may also combine education and experience to qualify at this level. Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. A transcript must be submitted with your application if you are basing all or part of your qualifications on education.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Requirements: The typical work of a vocational rehabilitation specialist is primarily sedentary, but does require intermittent driving, standing, and walking. A valid driver's license is required. The work requires that the incumbent drive on a regular basis as a significant amount of time may be spent in the community meeting with Veterans, employers and other community agency representatives.

Work Environment: The work will take place in both standard office settings and in the community at locations such as libraries, employment resource centers and at various job sites. Because of the driving requirement, some work will also take place in a work vehicle. Although the work is typically performed in an adequately lighted and climate controlled office, this position calls for the incumbent to actually be able to attend the work place with the Veteran for a limited period of time and if necessary perform the job duties to demonstrate and reinforce them to the veteran. The incumbent may be required to be in dusty, dry, wet, damp, freezing, sweltering temperatures and noisy, dimly lit or dark uncontrolled work places. At times, off-tours will be required in order to accommodate some Veteran's working needs, such as shift or weekend work.

Seasonal Influenza Prevention Program: In accordance with VHA Directive 1192, health care personnel are required to receive the influenza vaccine each year. Employees who decline to receive the vaccine must wear a face mask in accordance with the requirements and guidelines within the directive. Violation of the directive may result in disciplinary action. (New employees who have already had the vaccination should provide proof of vaccination by November 30, 2017, or if hired after this date, 2 weeks after beginning employment.)
