Human Resources Specialist

The Human Resources Specialist (Recruitment and Placement) position is located in the Recruitment and Placement Policy Service (RPPS), Office of Human Resources Management (OHRM), Department of Veterans Affairs (VA). The incumbent serves as a recruitment and placement specialist providing a full array of advisory services and program support in the area.
Major duties and responsibilities includes but are not limited to:

  • Monitors legislative and regulatory changes in recruitment and placement specifically related the Title 5 system.
  • Advises Human Resources staff on technical issues pertaining to Title 5 and Title 38 staffing regulations.
  • Leads ad hoc teams and internal work groups to plan, develop and publish guidance concerning significant issues.
  • Serves as author of guidance/policy issuance that deals with recruitment and placement.
  • Develops formal written advisory opinions in response to customer requests.
  • Researches and analyzes specific issues and questions involving the staffing and recruitment function.
  • Advises HR professionals and senior officials on VA policies and procedures and Federal regulation and the utilization of appropriate staffing methods.
  • Conducts training and briefings on staffing and recruitment related topics to VA HR professionals.
  • Performs other duties as assigned.
Work Schedule: VA supports flexible scheduling.

GS-13 grade level: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: interpreting and applying laws, regulations, policies, guidance, and procedures pertaining to Title 5 recruitment and placement, such as staffing flexibilities, qualification standards, hiring reform implementation, and automated staffing and/or restructuring; advising management on a variety of complex technical issues concerning all phases of hiring, merit promotion, and other organizational placement requirements; developing policy on a variety of laws, regulations, and other guidance related to recruitment and placement programs for a major organization or an agency/department. This experience must be well-documented in your resume or application package.Physical Requirements: The work is mainly sedentary, except for walking to local meetings and carrying briefcases and luggage when in travel status.

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements For a GS-13 position you must have served 52 weeks at the GS-12 grade level.
