Human Resources Specialist

The Senior Human Resources Specialist (Staffing Policy and Compliance) is located in the Department of Veterans Affairs Central Office, Office of Human Resources Management (OHRM), Recruitment and Placement Policy Service. The incumbent is responsible for:

  • Conducting reviews and identifying irregularities of personnel staffing actions to ensure they are compliant with Title 5 and Title 38 policies and regulations.
  • Planning and carrying out special projects and studies to identify and resolve problems pertaining to recruitment and placement staffing.
  • Writing briefing papers on staffing or recruitment issues to provide an analysis and evaluation on the content of new or modified policy. Identifying irregularities with human resources personnel actions for the Title 5 and Title 38 systems.
  • Preparing reports or briefings and presenting the findings on the program status for VA Senior leadership.
  • Advising various levels of employees on issues related to Title 5 and Title 38 employment.
  • Assisting HR offices in the reconciliation of personnel actions.
  • Reviewing requests for staffing variations from subordinate HR offices and making a recommendation and preparing appropriate documentation for review of the Director before submission to the Office of Personnel Management.
  • Leading special projects that may require extensive investigation and research of personnel records and a report of the findings.
  • Conducting training and briefings to HR professionals throughout the VA community on a variety of staffing or recruitment related issues.

GS-14 grade level: One year of specialized experience (equivalent to the GS-13 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: serving as an expert in an HR organization, at the Departmental or Agency level, that is responsible for the oversight and accountability of personnel programs using the Title 5 personnel system and another personnel system in the excepted service, such as Title 38, Title 10, Title 42, etc., or serving as a senior HR technical expert responsible for quality control in the review of staffing actions to ensure compliance with the legal, regulatory, and procedural requirements of the Title 5 and another personnel system in the excepted service, such as Title 38, Title 10, Title 42, etc. All applicants must have experience with the Title 5 personnel system.Physical Requirements: The work is sedentary. Some work may require walking in offices and similar areas for meetings and to conduct HR work. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences
away from the worksite. The work does not require any special physical effort.

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements For a GS-14 position you must have served 52 weeks at the GS-13 grade level.
