Job Description
Executive Director, Application Management

Theresponsibilities of the Executive Director, Application Management position includes the following, but are not limited to:

  • Directing the appropriate VA staff with recognizing IT implications of current and future business environments and consult with customers to clarify specific requirements;

  • Defining systems scope and objectives, conduct feasibility studies and trade-off analyses and participate in planning systems implementation to ensure integration of all systems components;

  • Coordinating all components of change management with Administration and Staff Office senior leaders;

  • Establishing and implementing requirement policies and procedures that govern function requirements, deployment requirements, usability requirements, change cases and scalability requirements, testing requirements, stakeholder acceptance criteria, and solution lifecycle requirements, coordinating closely with appropriate staff members throughout the Department;

  • Managing staffing, budgeting, development, design, security and integration of multi-site application development operations;

  • Developing cost effective alternatives for application delivery for all enterprise systems; providing ongoing staff professional training and development and strategic use of outside partners, including other government and commercial entities;

  • Developing and implementing enterprise applications that ensure systems, network, and data users are aware of, understand, and adhere to systems security, policies and procedures, and developing plans for and oversees the execution of all system testing.

To meet the minimum qualifications, applicant must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Mandatory Executive Core Qualifications (ECQs): All applicants must submit a written narrative in response to the following ECQs. Each ECQ should contain at least two examples describing your experiences and accomplishments/results. For additional guidance, applicants may visit the Office of Personnel Management's Guide to Senior Executive Qualifications. Applicants are encouraged to follow the Challenge, Context, Action and Results (C-C-A-R) model outlined in the guide. Responses to ECQs must not exceed 10 pages. It is recommended that applicants prepare the ECQs in a Word document and upload it into the application system.

1.) Leading Change: This core qualification involves the ability to bring about strategicchange, both within and outside the organization, to meet organization goals. Inherent
to the ECQ is the ability to establish an organization vision and to implement it in acontinuously changing environment.

2.) Leading People: This core qualification involves the ability to lead people towardmeeting the organization's vision, mission, and goals. Inherent to this ECQ is the abilityto provide an inclusive workplace that fosters the development of others, facilitiescooperation and teamwork, and supports constructive resolution of conflicts.

3.) Results Driven: This core qualification involves the ability to meet organizational goalsand customer expectations. Inherent to this ECQ is the ability to make decisions thatproduce high-quality results by applying technical knowledge, analyzing problems, andcalculating risks.

4.) Business Acumen: This core qualification involves the ability to manage human,financial, and information resources strategically.

5.) Building Coalitions: This core qualification involves the ability to build coalitioninternally and with other Federal agencies, State and local governments, nonprofit andprivate sector organizations, foreign governments, or international organizations toachieve common goals.

Mandatory Technical Qualifications (TQs): All applicants must submit a written narrative response to the following TQ(s). Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc. Responses must not exceed 2 pages per TQ.

TQ1.Demonstrated experience researching, developing, testing, implementing, enhancing, increasing IT project productivity and maintaining enterprise-wide software systems applications through Software Development and Lifecycle (SDLC) improvements and Agile coaching while increasing enterprise development capacity in a large, complex environment, of over 50+ geographically dispersed staff that includes multiple types of services and inter-agency projects that focus on Shared Services, while incorporating strategic plans to eliminate Section 508 debt and technical debt.

TQ2.Demonstrated experience directing a portfolio of 50+ healthcare, financial, and/or logistics systems serving more than 100,000 users, that include new application systems projects using Agile and Lean Six Sigma principles for a consistent software development lifecycle and coordinating with teams and business sponsors through development and automated test phases of new applications in a large, complex environment, of over 50+ geographically dispersed staff employing greater than 30 simultaneous Agile scrum teams.

A complete application for this position includes the following items:

1. Resume not to exceed 5 pages.
2. Written narrative responses to address each Executive Core Qualification not to exceed 2 pages each for a total of 10 pages.
3. Written narrative responses to address the Technical Qualification not to exceed 2 pages each for a total of4 pages.

4. Non-competitive applicants: Proof of non-competitive eligibility is required. Proof consists of an SF-50showing career status in the SES and/or proof of certification of your executive core qualifications from theOPM administered QRB.

Note 1. Non-competitive applicants do not need to submit ECQ narratives but you must clearly state your status in your resume. Proof of non-competitive eligibility is required.

Note 2. All applicants must submit a written narrative response to the Technical Qualification, not more than 2 pages per each in font size of 12 point. The agency has the option of considering you non-competitively or including you in the competitive process.
