Job Description
Registered Nurse Manager - Medicine Specialty Clinics or Primary Care Clinics

Duties include, but are not limited to:

  • Responsible for daily operations on their assigned unit and any unit for which they provide supervisory coverage.
  • Member of Nursing Leadership Council and works as a dynamic contributor to decisions of patient care, nursing practice, programmatic design, and leadership decisions.
  • Identifies, evaluates, and plans unit level staffing based on patient demand for care, best practice and community benchmarks, and available resources. Responds timely and appropriately to unexpected changes in available staffing or demand for staffing. Works effectively and collaboratively with the staffing office to assure safe levels and availability of competent nursing staff to provide care on the unit assigned.
  • Evaluates staff based on the Nurse Qualification Standards and assigns and delegates work accordingly.
  • Knowledgeable of regulatory standards, specialty program standards, and VA Directives pertinent to populations served. Identifies, evaluates, plans, and assures provision of care compliant with all relevant standards. Establishes a multi-disciplinary, collaborative program for the delivery of care.
  • Provides ethical management establishing a process that demonstrates fairness, equity, and consistency in the application of Human Resource rules and guidelines. Demonstrates empathy to individual staff while assuring the provision of care on the assigned unit.
  • Has an established system for timely evaluation, verbal and written feedback, performance expectations, and individual performance goals to individuals supervised. Assures the competency of each medical center employee, contract and agency staff person, and float pool staff person providing care and services on the assigned unit.
  • Provides evaluation, coaching, and mentoring to support staff development.
  • Assures the development of education programs related to specialty areas and activities. Provides individually appropriate opportunities for participation in unit, medical center, VISN, and National work groups and committees based on clinical skill and knowledge, demonstrated critical thinking, and emotional maturity in a fair and equitable manner considering all available resources.
  • Responsible for the management technical aspects of the role including, but not limited to: recruitment and retention of staff on their unit, timely completion of employee accident reports, unit level management of OWCP (workman's compensation) and non-work related light duty employees, signing payroll timecards, timely completion of proficiencies and evaluations, assuring staff completion of mandatory education, assuring staffing maintain current required credentials such as BLS/ACLS, and progressive, fair discipline intended to provide employees with the opportunity to improve.
  • Identified, evaluates, plans, and tracks quality improvement activities in collaboration with the Quality Management team in the medical center.
  • Responsible for employee and patient satisfaction in the unit assigned. Provides timely address to incidents reported, identifies, evaluates, plans, and implements processes to improve satisfaction in collaboration with all unit staff members.
  • Demonstrates the experience, skills, knowledge, and abilities to function within their practice dimensions.

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing.
    • The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6)
  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience:
  • 2+ years of experience in Critical Care, Emergency Room, or Oncology
  • Strong leadership and outpatient clinical experience
  • Professional certification in respective specialty area or Nursing Leadership

Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
  • Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
  • Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
  • Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
  • Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
  • Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree.

This can be found in the local Human Resources Office.Physical Requirements: Functional requirements include the following abilities: Heavy lifting of 45 pounds and over, light carrying under 15 pounds, use of fingers to complete tactical exams of patients, walking for four (4) hours, standing for four (4) hours, ability for rapid mental and muscular coordination simultaneously, near vision correctable in one eye to 20/20 and to 20/40 in the other eye, ability to distinguish shades of color, hear the whispered voice (aid permitted). Environmental Factors required: Working with hands in water, working closely with others, and protracted or irregular hours of work. Work is primarily completed indoors in well-ventilated and adequately temperature regulated rooms; incumbent may be exposed to normal office allergens, communicable disease, or inclement weather when moving about the medical center. Incumbent must have emotional stability to assist patients during times of medical stress, extreme pain or discomfort, or those afflicted with behavior controlling conditions. Incumbent will be required to successfully complete a physical before a final offer of employment will be made.
