Job Description
Chief Nurse of Mental Health

The Phoenix VA Health Care System is currently recruiting for a full-time, Chief Nurse of Mental Health, within Nursing Service.The primary purpose of the Chief Nurse, Mental Health position is to execute leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross service and/or discipline lines, influence organizational mission and health care, and responsibility for outcomes in nursing service. The Chief Nurse, Mental Health participates in assessing the environment, forecasting trends, transmitting ideas and values, developing and implementing policies. He/she is responsible for sound fiscal and resource management, program development, customer service/patient satisfaction, hiring decisions, employee relations, standards of care/practice and the work environment for areas of direct responsibility. He/she actively manages and develops collaborative partnerships with clinicians, physicians and administrative counterparts to achieve common goals. He/she participates in VISN and Medical Center committees, union partnerships and professional community organizations to continuously improve the quality of care and resolve staff and/or patient care issues. He/she is responsible for services within nursing. These services include but are not limited to inpatient and outpatient mental health units/departments, substance abuse rehabilitation residential treatment programs. These services/departments/areas of oversight/supervision may be modified to meet organizational needs.

The Chief Nurse, Mental Health reports to the Deputy Nurse Executive and is responsible for administrative functions of their assigned nursing units/programs. He/she has expertise in the field of education and evidence-based practice or research. He/she functions as an administrator, educator, and consultant utilizing management theory in collaboration with Patient Care Service and other services. He/she establishes and maintains effective relationships with all levels of medical center personnel and relate effectively with customers, families, and the community as well as program and service leaders at the local and network levels. Key relationships with staff are needed to (1) Assist and direct nurses and managers and advanced practitioners to carry out the functions and activities expected of them, (2) Contribute ideas and recommendations for the establishment of standards of care, policies, and objectives for the enhancement of nursing organization-wide, (3) Assist in policy-making activities as related to customer service and the overall functioning of administrative and clinical programs, and (4) Collaborate with other health care staff to establish and maintain programs that cross service and/or discipline lines and influence organizational mission and health care. The Chief Nurse has direct responsibility/oversight for nursing within the inpatient mental health units, outpatient clinics (mental health, substance abuse, mental health intensive case management, PRRC and post-traumatic stress clinic), and substance abuse rehabilitation residential program. These areas of supervision/oversight may be modified based on organizational needs.

Tour of duty: The incumbent will work 8 hour tours of duty, Monday thru Friday and is subject to change. This may include rotating days off, rotating tours of duty, and/or weekend and holiday coverage as needed. This position requires 24 hour accountability.

Basic Requirements:
- U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
- Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing.
- The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6)
- Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.

Grade Determinations:
The following criteria must be met in determining the grade assignment of candidates:

Nurse IV:
- Master's degree in nursing or related field with BSN and approximately 4-5 year's of nursing practice/experience; OR
- Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 year's of nursing practice/experience.

Preferred Experience and Qualifications:
- Nurse IV experience highly preferred.
- National Certification.
- Recent management experience (within last 2 years) with 3-5 years progressive leadership and management experience
- 5 years of successful nursing practice that demonstrates a high level of administrative and leadership skills
- Demonstrated leadership, self-direction and rational problem solving skills
- Demonstrated ability to meet timelines for suspenses and other requirements.
- Demonstrated ability to communicate effectively both verbally and in writing.
- Ability to perform duties in accordance with VA and Joint Commission Standards of care.
- Demonstrated computer literacy skills and typing proficiency.
- Demonstrated excellent interpersonal skills with the ability to easily establish and maintain good interpersonal relationships with staff members, students, visitors, volunteers, patients, and significant others.


Applicant's education and length of nursing practice (experience) will be considered by a Nurse Professional Standards Board in determining the salary of the applicant selected. Experience as a RN will be evaluated to determine if the experience is of an acceptable level of quality with regard to the following four dimensions of nursing: Practice, Professional Development, Collaboration and Scientific Inquiry. Each dimension of practice has criteria that demonstrate essential core competencies for VHA Nursing Personnel. The criteria are as follows: Practice: practice, ethics and resource utilization, Professional Development: performance, education/career development, Collaboration; collaboration, collegiality, Scientific Inquiry: quality of care, research.

PHYSICAL REQUIREMENTS: This position requires potentially long periods of continued walking, standing, and sitting. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. In the performance of duties, the incumbent may be required to drive and/or ride in GSA-vehicles.
