Job Description
Licensed Professional Mental Health Counselor Program Coordinator (Clinical Care Coordinator)

The Licensed Mental Health Counselor (LMHC), works under the direct supervision of the Director of the Veterans Crisis Line (VCL) within VHA Office of Mental Health and Suicide Prevention. Responsibilities include the focus on a providing clinical care, case consultation, and intervention evaluation for VCL staff. Primary duties include, but are not limited to:

  • Serves as a clinical mental health expert for the VMCL at all locations and tours. Ensures that evidence based, comprehensive crisis intervention, suicide prevention, assessment, and triage procedures are used to deliver high-quality services.
  • Provides a full range of consultative services to the clinical supervisors of front line staff operating the VMCL.
  • Responsible for design and evaluation of management of high utilizers to include high frequency and abusive callers.
  • Responsible for investigation and evaluation of circumstances surrounding suicide attempts or deaths by suicide or complex cases to include development of issue brief for reporting purposes.
  • Consults with Suicide Prevention Coordinators and other professional staff at local VA Medical Centers care.
  • Utilizes VA procedures and develops additional VMCL-specific interventions and procedures for case analysis, case consultation, high-frequency callers, and clinical supervision of difficult cases. Applies experiences gained within the Root Cause Analysis team to address system vulnerabilities in the clinical arena.
  • Consults with VMCL Training Team on design and implementation of clinical trainings.
  • Conducts research and program evaluation for process improvement and efficacy.
  • Assists the management at each VMCL location in ongoing program evaluation activities and data-driven quality improvement projects.
  • Ensures policies and clinical procedures of the VMCL are up to date and consistent with good crisis intervention and suicide prevention practice, good clinical practice, and effective coordination of treatment.
  • Assists in ensuring that applicable accreditation and certification requirements for crisis lines and call centers are met.
  • Ensures that frequent caller tracking is up to date so that reporting related to current trends is possible on short notice. Provides recommendations for follow up with issues related to the management of frequent callers.
  • Adheres to operational policies and procedures for the VMCL.
  • Serves as liaison with other VA health care programs and/or community partners in order to effectively coordinate services.
  • Facilitates compliance with national, network-level and facility-based performance measures.
  • Complies with all computerized documentation procedures (e.g., entering diagnostic & procedure codes).
  • Attends and participates in administrative and informal meetings held by the supervisors and front line staff.
Work Schedule: Varied work schedule to include evenings, night shifts, weekends and holidays. Tour will be determined after final selection.
Tour is subject to change based on program needs.

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Licensure: Persons hired or reassigned to LPMHC positions in the GS-101 series in VHA must hold a full, current, and unrestricted license to independently practice mental health counseling, which includes diagnosis and treatment.
  • English Language Proficiency: LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j.
  • Education. Hold a master's degree in mental health counseling, or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to, Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling; and Marriage and Family Therapy. A doctoral degree in mental health counseling may not be substituted for the master's degree in mental health counseling.
GS-12 GRADE DETERMINATION:
  • Experience, Education, and Licensure: In addition to the basic requirements, candidates must have at least 1 year of progressively complex experience equivalent to the next lower grade level. Experience must have been in a major specialty treatment program area such as, but not limited to, Post-Traumatic Stress Disorder (PTSD), mental health intensive case management (MHICM), or other areas of equivalent scope and complexity. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.
  • Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate the following KSAs
    • Advanced knowledge in program planning and development of policies and procedures.
    • Ability to make key decisions in the hiring and identification of top candidates.
    • Ability to provide leadership in facilitating the process of coordinating program consults, assessments, admissions, care assignments and discharges.
    • Ability to provide subject matter consultation to other colleagues and students within the field of counseling working on an interdisciplinary team.

The full performance level of this vacancy is GS-12.Physical Requirements: The work is primarily sedentary in nature. The position requires some walking, bending, and light lifting and carrying under 15 lbs.) such as reports, computer products, etc.; ability for rapid mental coordination simultaneously.
