Job Description
Building Management Specialist

Major duties and responsibilities include, but are not limited to:
*Assisting the Chief and Assistant Chiefs in developing the overall programs with respect to long and short range goals and objectives, formulating strategies and measures to effectively manage and achieve these goals is paramount.
*Tracking of the large number of both internal and external suspense actions.
*Conducting special studies and analysis for the Chief and special projects is also an intricate portion of the position.
*Administering a comprehensive staff education and training program for the section, ensuring both in-house staff as well as contract staff is provided with the appropriate new employee and recurring refresher training for their specific role within the organization in line with established policies and procedures.
*Coordinating responsible area programs with other programs within the ECHCS and assists others in the successful accomplishment of their goals and plans.
*Managing and coordinating all construction projects.
*Responsible for maintenance and repair of all space, utility and real property, personal property (medical equipment, food preparation processing), grounds, road sidewalks, and parking.
*Conducting quality assurance reviews to ensure compliance with published guidelines and good engineering practices.
Work Schedule: Full-Time, Monday - Friday, 7:30 am to 4:00 pm

SPECIALIZED EXPERIENCE AND EDUCATION REQUIREMENTS:
GS-7 Grade Level: Applicants must have One year of specialized experience (see below for examples of specialized experience) equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. (OR) Applicants may substitute education for the experience required for the GS-07 level. Such education must demonstrate your knowledge, skills, and abilities necessary to do the work as a Building Management Specialist. To qualify based on education, you must have one full year of graduate level education or Superior Academic Achievement. (OR) Applicants may also combine education and experience to qualify at the GS-07 level. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following: 1. Rank in the upper one-third of your class in the college, university or major subdivision. 2. A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. 3. A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. 4. Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. Examples of specialized experience would typically include, but are not limited to:

*Planning a comprehensive operation, determining the resource needs to carry out the programs and setting priorities for accomplishing various projects;
*Controlling and evaluating the effectiveness and economy of operations through inspection programs, budget control and management improvement studies;
*Facilitating the management for custodial and maintenance activities, logistics required in activating/deactivating various sites, contract cost control, utility costs, the cost of minor repairs, moves, procurement of supplies and materials, coordination of travel between sites;
*Managing and coordinating all construction projects;
*Developing preliminary construction plans to provide for the identification of space needs, utilities, illumination, environmental requirements such as heat, humidity, dust control and ventilation, and other special aspects;
*Developing, negotiating and implementing lease agreements;
*Identifying lease requirements including janitorial services, snow removal and construction projects;
*Resolving problems and responding to issues surrounding the impact of each operation on the adjacent community;
*Ensuring emergency procedures are established to minimize this impact to the greatest extent possible;
*Developing budgetary plans and overseeing all fund control point activity;

Competency 4 - Knowledge of management practices for planning, directing, coordinating, delegating and controlling people and processes.
Competency 5 - Knowledge of contracting and lease management as it pertains to facilities management operations, and procedures and practices associated with renovation and alteration.
Competency 6 - Knowledge of quality assurance tools and methods for analysis and problem/process improvement activities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is mostly of a sedentary nature. However there is some walking, standing, bending, and carrying of light items. Emotional maturity, tact, demonstrated diplomacy and effectiveness of interpersonal communications as well as appreciation of confidential information is an absolute necessity. These characteristics of the job may entail stressful work conditions requiring the incumbent to handle effectively. The incumbent is also required to travel to all sites throughout the system on a recurring basis to ensure the goals of the service are being met.
Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-07, position you must have served 52 weeks at the GS-05 level. For a GS-09, position you must have served 52 weeks at the GS-07 level. For a GS-11, position you must have served 52 weeks at the GS-09 level.
